Section 1.1306 (i.e., The facility will not have a significant environmental impact and complies with the maximum permissible radiofrequency electromagnetic exposure limits for controlled and uncontrolled environments). Description:
GOOD CAUSE FOR STA

   THE TRANSMISSION LINE AT THE KUSC TOWER WAS DAMAGED BY A LIGHTNING STRIKE DURING A SEVERE THUNDERSTORM ON JANUARY 25, 2009 (SEE NOTIFICATION OF FEB 4). AS A RESULT, A SECTION OF TRANSMISSION LINE HAD BURNS AND WATER PENETRATION. THE LINE HAS BEEN TEMPORARILY SPLICED WITH USED SURPLUS CABLE (SALVAGED FROM THE EXTRAORDINARY AND HIGHLY-PUBLICIZED FOREST FIRE WHICH DAMAGED KUSC'S SISTER STATION KQSC, SANTA BARBARA, CA, IN NOVEMBER, AND WHICH NECESSITATED AN STA FOR THAT STATION); HOWEVER, BECAUSE OF THE WATER DAMAGE, KUSC'S DIRECTOR OF ENGINEERING CONSIDERS IT IMPRUDENT TO OPERATE AT FULL POWER. KUSC IS CURRENTLY OPERATING AT ITS AUTHORIZED SITE WITH ONE-THIRD OF AUTHORIZED ERP. NEW TRANSMISSION LINE WAS QUICKLY ORDERED AND THE SPOOLS ARE BEING DELIVERED TO THE SITE.   HOWEVER, THE TOWER CREW IS UNAVAILABLE AT THE MOMENT BECAUSE OF A PREVIOUS COMMITMENT. BAD WEATHER AND CONSEQUENT INACCESSIBLE MOUNTAIN ROAD CONDITIONS FORESTALLED COMPLETION OF PERMANENT REPAIRS LAST WEEK. THUS, THIS STA REQUEST HAS PROVED NECESSARY.
   ENGINEERS AT KUSC, LOS ANGELES' PREMIER FINE ARTS/CLASSICAL MUSIC STATION, ARE DOING EVERYTHING POSSIBLE TO RESTORE THE STATION TO ITS FULL AUTHORIZED FACILITIES AT THE EARLIEST POSSIBLE TIME. IT APPEARS THIS MAY NOT OCCUR FOR 2-3 WEEKS. THE COMMISSION WILL BE PROMPTLY NOTIFIED AS SOON AS KUSC IS ONCE AGAIN OPERATING AT FULL POWER.
   FOR THESE REASONS, IT IS RESPECTFULLY SUBMITTED THAT THE PUBLIC INTEREST WOULD BE SERVED BY GRANT OF THIS STA REQUEST.
