EXTRAORDINARY CIRCUMSTANCES WARRANTING SPECIAL TEMPORARY AUTHORITY

WKNC-FM (FACILITY ID: 49160) REDUCED POWER FROM 25 KW TO 2.5KW ON FEB. 8, 2009 WHEN WE BEGAN EXPERIENCING ERRORS THAT CAUSED OUR TRANSMITTER TO GO INTO RF MUTE. PURSUANT TO SECTION 73.1560(D) OF THE COMMISSION RULES, THE FCC WAS NOTIFIED VIA LETTER WITHIN 10 DAYS OF THE REDUCTION IN OPERATING POWER. PURSUANT TO SECTION 73.1635 OF THE COMMISSION RULES, WKNC NOW REQUESTS SPECIAL TEMPORARY AUTHORITY TO PERMIT CONTINUED OPERATION OF THE STATION AT REDUCED POWER FOR A PERIOD NOT TO EXCEED 90 DAYS. THE PUBLIC INTEREST WILL BE FURTHERED BY THIS GRANT, AS IT WILL ALLOW THE STATION TO CONTINUE TO SERVE THE AUDIENCE STILL IN RANGE OF ITS BROADCAST SIGNAL.

SINCE THE INITIAL FAULT AND REDUCTION IN POWER, THE WKNC CONSULTING ENGINEER AND STUDENT ENGINEER HAVE BEEN WORKING DILIGENTLY IN CLOSE CONTACT WITH HARRIS CORPORATION, WHO MANUFACTURERS THE STATION TRANSMITTER. THE ENGINEERING TEAM HAS REPLACED THE TRANSMITTER FIRMWARE AND EEPROM. THEY HAVE ALSO TESTED AND ELIMINATED POSSIBLE FAULT SOURCES WITH THE EXCITER, LIFE SUPPORT BOARD, MASTER CONTROL BOARD, POWER SUPPLY RECTIFIER BOARDS, AND RIBBON AND COAX CABLES. WITHIN THE NEXT FEW DAYS, THE STATION ENGINEERS WILL CONNECT THE ANTENNA TO A DUMMY LOAD TO VERIFY THE PROBLEM IS WITH THE TRANSMITTER AND NOT THE TRANSMISSION LINE OR ANTENNA. WKNC ANTICIPATES CORRECTING THE TRANSMITTER FAULT AND RETURNING TO FULL OPERATING POWER WITHIN THE 90 DAYS REQUESTED BY THIS SPECIAL TEMPORARY AUTHORITY. THE STATION WILL NOTIFY THE COMMISSION WHEN IT RESUMES NORMAL OPERATIONS.
