CIRCUMSTANCES OF STA REQUEST

WVTC IS A PRIMARILY STUDENT-RUN STATION, WHICH PREVIOUSLY OPERATED WITH FEW RESOURCES AND NO COMMUNICATIONS COUNSEL. AS A RESULT, DURING THE RECENT LICENSE RENEWAL CYCLE, THE STATION DID NOT REALIZE THAT ITS LICENSE WAS DUE TO EXPIRE. THE STATION THEREFORE INADVERTENTLY OVERLOOKED THE NEED TO FILE A LICENSE RENEWAL APPLICATION AT THE NORMAL TIME. ONCE IT REALIZED THIS OVERSIGHT, IT CONTACTED COMMUNICATIONS COUNSEL AND SUSPENDED ITS BROADCASTS ON OCTOBER 19, 2007. AT THAT POINT, WVTC BEGAN THE PROCESS OF GATHERING THE NECESSARY INFORMATION FOR THE LICENSE RENEWAL APPLICATION AND ACCOMPANYING REPORTS. THE APPLICATION FOR RENEWAL OF LICENSE WAS BEEN FILED (FILE NO. BRED-20080611ACH) AND IS NOW RIPE FOR GRANT. IN THE INTERIM, WVTC HAS ALSO UNDERTAKEN REORGANIZATION OF THE STATION AND ITS STAFF IN ORDER TO ENSURE OPERATIONS IN ACCORDANCE WITH THE COMMISSION'S RULES. WVTC RE-COMMENCED BROADCASTS ON OCTOBER 16, 2008, UPON GRANT OF AN STA, FILE NO. BLSTA-20080930ASZ.

WVTC HEREBY SEEKS AN EXTENSION OF ITS SPECIAL TEMPORARY AUTHORITY TO OPERATE WITH ITS PREVIOUSLY AUTHORIZED FACILITIES DURING THE REMAINING PENDENCY OF ITS LICENSE RENEWAL APPLICATION. GRANT OF THE REQUESTED EXTENSION WILL SERVE THE PUBLIC INTEREST BY ALLOWING WVTC TO CONTINUE PROVIDING SERVICE TO THE PUBLIC. AS A STUDENT-OPERATED STATION, WVTC CAN PROVIDE A DIVERSE VOICE NOT OTHERWISE AVAILABLE IN THE COMMUNITY. THUS, THE CONTINUATION OF WVTC'S OPERATIONS DURING THE REMAINING TIME OF PENDENCY OF ITS LICENSE RENEWAL APPLICATION WOULD ADVANCE THE PUBLIC INTEREST. GRANT OF THE REQUESTED STA EXTENSION THEREFORE WOULD BE FAR PREFERABLE TO REQUIRING THE STATION TO GO SILENT FOR SOME ADDITIONAL PERIOD OF TIME UNTIL THE PROCESSING OF THE LICENSE RENEWAL APPLICATION CAN BE COMPLETED.
