KYSN (THE STATION) IS LICENSED TO EAST WENATCHEE, WASHINGTON ON CH 249C3. THE INSTANT APPLICATION REQUESTS AUTHORITY TO OPERATE THE STATION WITH 6 KW ERP, THE MAXIMUM PERMITTED FOR A CLASS A FM STATION, AND TO CHANGE THE CHANNEL ALLOTMENT TO CLASS A ON CH 249. NO CHANGE IN SITE OR ANTENNA RC AMSL IS PROPOSED. THE ALLOTMENT COORDINATES ARE THE SAME AS THE LICENSE COORDINATES. AS SEEN IN THE ATTACHED MAP FIGURE, THE PREDICTED FACILITY 70 DBU COVERAGE CONTOUR, AND THE LICENSED/ALLOTMENT 70 DBU CONTOUR, BOTH COVER 100% OF THE STATIONS COMMUNITY OF LICENSE.

THE BULK OF THE POPULATION WITHIN THE STATION'S 70 DBU CONTOUR IS CENTERED IN THE CORE AREA IN AND AROUND THE CITY OF WENATCHEE. SPECIFICALLY, THE POPULATION WITHIN THE LICENSED KYSN 70 DBU CONTOUR IS 68,863 PERSONS, AND THE POPULATION WITHIN THE 70 DBU CONTOUR OF THE PROPOSED CLASS A 6 KW FACILITY IS 68,160 PERSONS.

GRANT OF THE INSTANT APPLICATION IS IN THE PUBLIC INTEREST, AND WILL NOT VIOLATE THE PRINCIPLES OF SECTION 307(B) OF THE COMMUNICATIONS ACT, FOR THE FOLLOWING REASONS. FIRST, THERE IS ONLY A 703 PERSON REDUCTION IN POPULATION, WHICH IS JUST OVER 1% OF THE TOTAL POPULATION WITHIN THE STATION'S EXISTING, LICENSED 70 DBU CONTOUR. THAT 1% CHANGE IS DE MINIMIS IN NATURE.      

SECOND, PORTIONS OF THE EXISTING KYSN SERVICE AREA ARE DUPLICATED BY MANY ADDITIONAL AUDIO SERVICES. AS PROVIDED IN THE KAAP APPLICATION (AND REPRODUCED HERE), THERE WILL BE A SIGNIFICANT GAIN IN SERVICE BY GRANT OF THAT APPLICATION, BOTH IN TERMS OF AREA AND POPULATION WITHIN THE 60 DBU F(50,50) CONTOUR:

KYSN IS CURRENTLY LICENSED FOR AN ERP OF 9.3 KW WITH AN ERI SHPX-4CE-HW, 4 BAY, HALF WAVE SPACED ANTENNA. NO CHANGE IN THE ANTENNA, OR ANTENNA LOCATION ON THE TOWER IS PROPOSED.

THE PROPOSED 6 KW ERP FACILITY HAS BEEN ANALYZED USING OET FM MODEL FOR WINDOWS. EXHIBIT 32 IS THE OUTPUT FROM THE PROGRAM SHOWING THAT THE MAXIMUM POWER DENSITY IS 44.6 MICROWATTS PER CENTIMETER SQUARED WHICH IS 22.3% OF THE OET-65 GUIDLINES FOR PUBLIC EXPOSURE.

FM BOOSTER KZAL-FM1 IS LOCATED ON THE TOWER WITH A RADIATION CENTER 15 METERS AGL AND AN ERP OF 99 WATTS VERTICAL ONLY POLARIZATION. UTILIZING FORMULA 10 OF OET BULLETIN NO. 65, EDITION 97-01, A VALUE F OF 1.0 HAS BEEN USED TO CALCULATE THE POWER DENSITY 2 METERS ABOVE GROUND FOR KZAL-FM1. THE MAXIMUM CALCULATED POWER DENSITY IS 19.6 UW/CM SQUARED FOR AN ERP OF 99 WATTS V. POLARIZATION. THIS VALUE IS 9.7% OF THE ALLOWABLE 200 UW/CM SQUARED POWER DENSITY FOR UNCONTROLLED ENVIRONMENTS.

THE KYSN AND KZAL POWER DENSITY, WHEN SUMMED TOGETHER, YIELD A WORSE CASE POWER DENSITY OF 64.2 MICROWATTS WHICH IS WELL BELOW THE PUBLIC EXPOSURE GUIDELINE.

THE APPLICANT WILL REDUCE POWER, OR CEASE, TRANSMISSION AS REQUIRED TO MEET FCC OET-65 GUIDELINES FOR WORKER EXPOSURE.
