RADIOFREQUENCY ELECTROMAGNETIC FIELDS

AN ENGINEERING ANALYSIS WAS PERFORMED TO DETERMINE WHETHER THE FACILITIES PROPOSED HEREIN COMPLY WITH THE MAXIMUM PERMISSIBLE EXPOSURE STANDARDS OUTLINED IN 47CFR1.1310 AS REGARDS HUMAN EXPOSURE TO RADIOFREQUENCY ELECTROMAGNETIC FIELDS AND WHETHER ENVIRONMENTAL PROCESSING WOULD BE REQUIRED.

THE APPLICANT PROPOSES TO OPERATE AT 2.6 KILOWATTS, HORIZONTALLY POLARIZED, USING A DIELECTRIC THB-O3-3M/9H ANTENNA MOUNTED AT THE 250 METER LEVEL OF AN EXISTING 302 METER TOWER. THIS IS A PANEL TYPE ANTENNA WITH THREE LEVELS SPACED ONE WAVELENGTH APART.

THE ANTENNA SUPPORT STRUCTURE IS LOCATED NEAR THE APEX OF A LOCAL PROMONTORY AND THERE ARE NO SIGNIFICANT RISES IN TERRAIN IN THE NEAR VICINITY. THE POINT OF CLOSES APPROACH TO THE ANTENNA IS DIRECTLY BENEATH IT. THE BASE OF THE TOWER IS ACCESSIBLE TO THE GENERAL PUBLIC.

THE APPLICANT HAS CHOSEN TO DO A WORST CASE ANALYSIS IN WHICH IT IS ASSUMED THAT THE POWER RADIATED AT THE NADIR IS THE SAME AS THAT IN THE MAIN LOBE OF THE ANTENNA. THE POWER DENSITY AT A LOCATION DIRECTLY BENEATH THE ANTENNA AND 2 METERS AGL WAS CALCULATED USING THE FOLLOWING FORMULA.

PD = 3.34 X 10^4 * ERP/D^2 WHERE:

PD = POWER DENSITY IN UW/CM^2
ERP = COMBINED VERTICALLY POLARIZED AND HORIZONTALLY POLARIZED ERP IN KW
D = DISTANCE FROM THE ANTENNA

THE RADIOFREQUENCY ELECTROMAGNETIC POWER DENSITY THUS CALCULATED IS EQUAL TO 3.04 UW/CM^2. THIS REPRESENTS 1.52% OF THE GENERAL PUBLIC/UNCONTROLLED MPE STANDARD.

BECAUSE THIS IS LESS THAN 5% OF THE APPROPRIATE MPE STANDARD, THE APPLICANT'S CONTRIBUTION TO THE AMBIENT RADIOFREQUENCY ELECTROMAGNETIC POWER DENSITY NEED NOT BE CONSIDERED IN CALCULATIONS BY OTHERS, NOR WOULD THE APPLICANT BE REQUIRED TO PARTICIPATE IN ANY REMEDIATIVE ACTIONS THAT MIGHT BE NECESSARY WERE IT DETERMINED THAT THE MPE STANDARD WAS EXCEEDED IN AREAS DUE TO THE OPERATION OF OTHERS.

POWER WILL BE REDUCED AS NECESSARY TO PROTECT WORKERS ON THIS AND ADJACENT TOWERS.

THE APPLICANT BELIEVES THAT THE FACILITIES PROPOSED HEREIN CONFORM TO THE MPE STANDARDS OUTLINED IN 47CFR1.1310 AND THAT ENVIRONMENTAL PROCESSING IS NOT WARRANTED.

NATURE OF EMERGENCY

THE APPLICANT PROPOSES TO USE THE FORMER ANTENNA OF KOIN-TV, CHANNEL 6, ON A TEMPORARY BASIS, IN ORDER TO FACILITATE THE EMERGENCY REPLACEMENT OF GUY WIRES ON AN ADJACENT TOWER AND TO PROTECT WORKERS FROM EXPOSURE TO RADIOFREQUENCY ELECTROMAGNETIC FIELDS IN EXCESS OF THE OCCUPATIONAL/CONTROLLED MAXIMUM PERMISSIBLE EXPOSURE STANDARDS OUTLINED IN 47CFR1.1310.

OPERATION WILL BE AT A POWER LEVEL SUCH THAT THE PROPOSED 60 DBU CONTOUR LIES ENTIRELY WITHING THE LICENSED 60 DBU CONTOUR. AS NECESSARY, POWER WILL BE REDUCED BELOW THIS LEVEL TO PROTECT WORKERS.

THE APPLICANT ANTICIPATES THAT EMERGENCY REPAIR WORK WILL START 9 DECEMBER 2009 AND BE COMPLETED BY 1 JANUARY 2010.
