WBZX IS TEMPORARILY OPERATING FROM ITS BACKUP TRANSMITTER. WBZX IS OPERATING AT THE REDUCED POWER OF 340 WATTS ERP H AND V OUT OF THE LICENSED ANTENNA SYSTEM. THE TRANSMITTER POWER OUTPUT IS 250 WATTS.

REQUEST FOR FURTHER EXTENSION OF STA

PURSUANT TO SECTION 73.1635 OF THE COMMISSIONS RULES, THE LICENSEE OF WBZX(FM), HANCOCK, NEW YORK (FIN 165339) HEREBY RESPECTFULLY REQUESTS A FURTHER EXTENSION OF THE SPECIAL TEMPORARY AUTHORITY TO OPERATE WBZX(FM) AT REDUCED POWER WITH ITS BACKUP TRANSMITTER FOR AN ADDITIONAL PERIOD OF SIX (6) MONTHS (INITIAL STA FILE NO. BSTA-20100409ACA, EXTENDED BY FILE NO. BESTA-20100928AGW) ('STA').

AS EXPLAINED PREVIOUSLY, WBZX(FM)'S TRANSMITTER SITE SUSTAINED DAMAGE DURING A STORM RESULTING IN DAMAGE TO THE POWER TRANSMISSION LINE TO THE SITE AND DAMAGE TO THE MAIN TRANSMITTER. ALTHOUGH THE LICENSEE HAS MADE PROGRESS TOWARDS RESTORING LICENSED OPERATIONS DURING THE LAST STA PERIOD, ADDITIONAL TIME IS NEEDED.

DURING THE LAST STA PERIOD, THE LICENSEE INSTALLED A NEW BREAKER PANEL AND METER HEAD AT THE SITE. THE LICENSEE ALSO BROUGHT IN AN ADDITIONAL ELECTRICAL CONTRACTOR TO WORK ON THE NEW ELECTRICAL INSTALLATION. THE LICENSEE HAS ALSO COORDINATED WITH NEW YORK STATE ELECTRIC AND GAS ('NYSEG'). NYSEG ADDED THE REQUIREMENT THAT ADDITIONAL TREES BE CUT DOWN TO ELIMINATE THE POTENTIAL FOR THE LINE BEING TAKEN DOWN IN THE FUTURE. ACCORDINGLY, THE LICENSEE HIRED A TREE CUTTING CONTRACTOR AND PAID A DEPOSIT TO WORK ON THE SITE. UNFORTUNATELY, DUE TO EXTREMELY BAD WEATHER IN LATE DECEMBER, THE TREE CUTTING CONTRACOR HAS BEEN UNABLE TO GET HIS BUCKET TRUCK UP TO THE TRANSMISSION SITE TO CLEAR AWAY THE TREES THAT NYSEGS REQUIRED TO BE REMOVED. AS SUCH, THE STATION CONTINUES TO OPERATE USING THE TEMPORARY ELECTRIC SERVICE INTO THE BACKUP TRANSMITTER. ACCORDINGLY, THE LICENSEE NEEDS AN ADDITIONAL SIX (6) MONTHS TO COMPLETE THIS PROJECT. THE COMMISSIONS GRANT OF THIS REQUEST FOR FURTHER EXTENSION OF STA IS IN THE PUBLIC INTEREST BECAUSE IT WILL PERMIT THE LICENSEE TO CONTINUE PROVIDING SERVICE TO THE PUBLIC WHILE REPAIRS TO THE WBZX(FM) TRANSMITTER SITE ARE COMPLETED AND LICENSED OPERATIONS ARE RESTORED.
