Exhibit 4
Description:
EX 4

WTXT SEEKS SPECIAL TEMPORARY AUTHORITY TO OPERATE USING ITS AUTHORIZED AUXILIARY ANTENNA, WITH PARAMETERS AT VARIANCE FROM LICENSED VALUES, FOR A PERIOD GREATER THAN 30 DAYS.

THE MAIN ANTENNA SUPPORT TOWER FOR WTXT WAS FELLED BY THE STORMS WHICH RAVAGED THE STATE OF ALABAMA APRIL 27TH, AT WHICH TIME WTXT BEGAN OPERATION WITH FACILITIES LICENSED IN BXLH-20051215ABM, OF 600 WATTS AT 93 METERS ABOVE GROUND ON THE TOWER IDENTIFIED BY REGISTRATION NUMBER 1043854. THIS OPERATING POWER IS NEAR THE MAXIMUM THE ANTENNA IS CAPABLE OF HANDLING.

WE SEEK BY THIS ACTION AN INCREASE OF FACILITIES AT THIS LOCATION TO BETTER SERVE THE PUBLIC INTERESTS.

MOUNTED ON THIS EXITING TOWER, 1043854, AT A HEIGHT OF 119 METERS ABOVE GROUND, IS AN ANTENNA PREVIOUSLY LICENSED IN BLH-19901226KB WHICH IS CAPABLE EMITTING 5.7 KW, GREATLY EXPANDING THE COVERAGE OF THE WTXT AUXILIARY FACILITY.

THE 60 DBU CONTOUR PRODUCED BY THIS FACILITY IS WHOLLY CONTAINED INSIDE THAT IF THE EXISTING FACILITY.

ATTACHED IS A RF RADIATION STUDY, DEMONSTRATING COMPLIANCE WITH APPLICABLE RULES. ALSO ATTACHED IS A 60 DBU CONTOUR MAP.

WHILE THIS TOWER IS THE RADIATOR OF STANDARD BAND STATION WACT, NO CONSTRUCTION OR MODIFICATION OF TOWER MOUNTED ANTENNA AND TRANSMISSION LINE, THUS THERE IS NO CHANGE IN THE OPERATING CHARACTERISTIC OF THE WACT ANTENNA.
