EDUCATIONAL MEDIA FOUNDATION ('EMF')IS THE LICENSEE OR PERMITTEE OF NUMEROUS NONCOMMERCIAL EDUCATIONAL STATIONS THROUGHOUT THE UNITED STATES. PURSUANT TO SECTION 73.3555(E), HOWEVER, THE COMMISSION'S MULTIPLE OWNERSHIP RULES ARE INAPPLICABLE TO SUCH STATIONS. EVEN THOUGH THE INSTANT STATION IS A COMMERCIAL STATION, ANY OTHER STATIONS OWNED BY EMF ARE IRRELEVANT FOR MULTIPLE OWNERSHIP PURPOSES, BECAUSE EMF OWNS NO OTHER COMMERCIAL STATIONS. ENVIRONMENTAL PROTECTION ACT

THIS PROPOSAL SPECIFIES A 4 ELEMENT SHIVELY 6810-4 ANTENNA AT .75 WAVE SPACING. FM MODEL PREDICTS A MAXIMUM POWER DENSITY OF 14.9 MICROWATTS PER SQUARE CENTIMETER AT A DISTANCE OF 25.8 METER FROM THE TOWER. THIS IS LESS THAN THE 200 MICROWATT PER SQUARE CENTIMETER LIMIT FOR GENERAL PUBLIC EXPOSURE; HENCE, THIS APPLICATION IS COMPLIANT WITH THE GUIDELINES FOR HUMAN EXPOSURE AS SPECIFIED IN OET BULLETIN NO. 65, EDITION 97-01, AUGUST 1997.
