PURSUANT TO SECTION 73.3555(F) OF THE FCC'S RULES, THE COMMISSION'S MULTIPLE OWNERSHIP AND CROSS-OWNERSHIP RULES OF 47 C.F.R. 73.3555(A) ARE INAPPLICABLE TO THIS APPLICATION. ADDITIONALLY, ON NUMEROUS OCCASIONS THE COMMISSION HAS DETERMINED THAT USC, THE 90% OWNER OF THE ASSIGNEE AND LICENSEE OF FIVE NCE STATIONS, IS FULLY QUALIFIED TO BE A LICENSEE AND OPERATOR OF NONCOMMERCIAL EDUCATIONAL RADIO STATIONS.
