Exhibit 4
Description:
KEYE-FM STA REQUEST NARRATIVE

THE PURPOSE OF THIS TEMPORARY ANTENNA IS TO COVER OUTAGE DURING ANTENNA REPLACEMENT AND TRANSMITTER RETUNING TO SATISFY TERMS OF KEYE-FM CONSTRUCTION PERMIT TO MOVE OUTPUT FREQUENCY FROM CHANNEL 241 TO CHANNEL 229.

THIS STA REQUESTS THE USE OF THE KEYE (AM) TOWER AS THE SUPPORT STRUCTURE FOR THIS TEMPORARY FM ANTENNA. THIS STA WILL OPERATE ON CHANNEL 241. IT WILL DISCONTINUE WHEN SERVICE ON CHANNEL 229 IS INAUGURATED FROM LICENSED SITE, AND THE ANTENNA AND FEEDLINE WILL BE REMOVED FROM THE KEYE (AM) TOWER.

TO SUMMARIZE THE FACILITIES REQUESTED:

* OUTPUT CHANNEL 241; SAME AS CURRENTLY LICENSED KEYE-FM.
* USE KEYE (AM) TOWER AS SUPPORT STRUCTURE FOR TEMPORARY FM ANTENNA.
* KEYE (AM) IS A GROUNDED SHUNT-FED TOWER, SO THERE IS NO BASE INSULATOR TO CROSS.
* ANTENNA MOUNTING HEIGHT AGL OF 42 METERS.
* BEXT LOG-R DIRECTIONAL ANTENNA; 2.2 KW ON MAJOR LOBE; PATTERN ROTATION 122 DEGREES CLOCKWISE FROM DUE NORTH (SO THAT THE ANTENNA BOOM, AND THE MAJOR LOBE, POINT DIRECTLY AT THE LICENSED KEYE-FM TOWER SITE).
* ANDREW LDF4-50 FEEDLINE, TRADE SIZE 1/2 INCH; EXPECTED LENGTH IS 53 METERS.
* REQUESTED DATES LATE JANUARY INTO FEBRUARY 2012; EXPECT TO CONCLUDE AFTER FEBRUARY 2012.
