Exhibit 4
Description:
REASON FOR REDUCED POWER OPERATION

THE TRANSMITTER CURRENTLY IN USE FOR KZBI, AND THE TRANSMITTERS FOR KHIX, KBGZ, AND KBGZ-HD ARE ALL LOCATED IN THE SAME BUILDING AND SERVED BY THE SAME 200 AMPERE UTILITY DISCONNECT BREAKER. WITH ALL OF THE TRANSMITTERS OPERATING AS AUTHORIZED, THE LOAD IS 187 AMPERES. THIS HIGH UTILIZATION FACTOR RESULTS IN 'NUISANCE' TRIPS OF THE MASTER DISCONNECT BREAKER IN HOT WEATHER, WHICH TAKES ALL OF THE STATIONS OFF OF THE AIR UNTIL SOMEONE CAN REACH THE REMOTE TRANSMITTER SITE TO RESET THE BREAKER. THE LICENSEE HAS ORDERED A NEW TRANSMITTER FOR KZBI WHICH WILL OPERATE MORE EFFICIENTLY AND REDUCE THE LOAD ON THE CIRCUIT. KZBI REQUESTS AUTHORITY TO OPERATE AT APPROXIMATELY 50% OF ITS LICENSED POWER UNTIL THE NEW TRANSMITTER IS INSTALLED TO REDUCE THE LOAD ON THE CIRCUIT AND THE LIKELIHOOD THAT THE CIRCUIT BREAKER WILL BE TRIPPED PENDING TAKING THE STATIONS OFF THE AIR.
