RF EXPOSURE

THIS PROPOSAL WAS EVALUATED FOR COMPLIANCE WITH THE FCC'S RF EXPOSURE LIMIT USING THE FM MODEL SOFTWARE BY THE FCC'S OFFICE OF ENGINEERING AND TECHNOLOGY. THE PUBLIC EXPOSURE LIMIT FOR FM BROADCAST TRANSMISSIONS IS 200 MICROWATTS PER SQUARE CENTIMETER. THE APPLICANT INTENDS TO USE THE STATION'S EXISTING DIELECTRIC DCR 8-BAY FULL WAVE SPACED ANTENNA. THE ANTENNA WILL BE MOUNTED AT 108 METERS ABOVE GROUND. USING THE FM MODEL PROGRAM, THE MAXIMUM POWER DENSITY ANYWHERE BELOW THE ANTENNA, 2 METERS ABOVE GROUND, IS PREDICTED TO BE NO MORE THAN 15.8 MICROWATTS PER SQUARE CM, SUBSTANTIALLY BELOW THE LIMIT.

THERE IS A LOOKOUT TOWER 88.4 METERS SOUTHEAST OF THE ANTENNA SITE PROPOSED BY THE APPLICANT. THE PLATFORM AT THE TOP OF THE LOOKOUT TOWER IS ABOUT 33 METERS ABOVE GROUND. ALLOWING FOR DIFFERENCES IN GROUND ELEVATION, THE PROPOSED ANTENNA CENTER OF RADIATION HEIGHT IS 70 METERS VERTICALLY ABOVE THE LOOKOUT TOWER PLATFORM. USING THE FM MODEL PROGRAM, FOR THE ANTENNA ELEVATION OF 70 METERS, THE PREDICTED POWER DENSITY AT 88.4 METERS FROM THE ANTENNA SITE IS LESS THAN 1 MICROWATT PER SQUARE CM, FAR BELOW THE LIMIT.

THUS, THIS PROPOSAL IS IN COMPLIANCE WITH RF EXPOSURE GUIDELINES.

EXTRAORDINARY CIRCUMSTANCES

THE APPLICANT (STATE OF WISCONSIN - EDUCATIONAL COMMUNICATIONS BOARD) IS IN THE PROCESS OF REPLACING THE STRUCTURE CURRENTLY USED FOR THE WHSA(FM) TRANSMITTING ANTENNA (ASR 1035059) WITH A NEW STRUCTURE (ASR 1280552) LOCATED APPROXIMATELY 53 METERS SOUTHEAST OF THE EXISTING STRUCTURE. WHSA(FM) CURRENTLY OPERATES AT 38KW ERP NON-DIRECTIONAL FROM A RADIATION CENTER OF 110 METERS AGL/168 METERS HAAT. THE APPLICANT HAS BEEN GRANTED A CONSTRUCTION PERMIT (BPED-20120131ADY) TO FACILITATE 92KW ERP DIRECTIONAL ANTENNA OPERATION FROM THE NEW TOWER AT AN ELEVATION OF 108 METERS AGL/157 METERS HAAT.

DUE TO CONSTRUCTION SCHEDULES, THE DEMOLITION OF THE CURRENT TOWER, AND GRANT EXPIRATION, THE APPLICANT REQUIRES COMMENCEMENT OF WHSA(FM) OPERATION FROM THE NEW TOWER IN THE NEXT 2-3 WEEKS. THE APPLICANT IS NOT PREPARED WITH CERTAINTY TO COMMENCE OPERATION IN COMPLAINCE WITH BPED-20120131ADY FROM THE NEW TOWER IMMEDIATELY FOR A NUMBER OF REASONS:

1)THE APPLICANT WAS INFORMED ON 8/3/2012 THAT THE ANTENNA MANUFACTURER WOULD BE UNABLE TO ATTAIN 85% PATTERN FILL FOR THE PROPOSED ANTENNA. THE APPLICANT SUBSEQUENTLY FILED TO MODIFY THE CONSTRUCTION PERMIT (20120807ABT) WITH A MODIFIED PATTERN TO FACILITATE GREATER THAN 85% PATTERN FILL BY THE PROPOSED ANTENNA. THE APPLICANT IS NOT CERTAIN THAT THIS CONSTRUCTION PERMIT MODIFICATION WILL BE GRANTED PRIOR TO REQUIRED COMMENCEMENT OF WHSA(FM) OPERATION FROM THE NEW TOWER.

2)THE APPLICANT IS NOT CERTAIN THAT THE ALL COMPONENTS OF THE 92KW DA ANTENNA WILL BE AVAILABLE PRIOR TO THE REQUIRED COMMENCEMENT OF OPERATION FROM THE NEW TOWER.

3)THE APPLICANT IS CURRENTLY EVALUATING THE ELECTRICAL SERVICE OF THE WHSA(FM) SITE WITH RESPECT TO THE HIGHER TRANSMITTER POWER OUTPUT REQUIRED TO ACHIEVE 92KW ERP.

THEREFORE, WITH AN ABUNDANCE OF CAUTION, THE APPLICANT RESPECTFULLY REQUESTS THAT THE FCC GRANT SPECIAL TEMPORARY AUTHORITY (STA) TO PERMIT OPERATION OF WHSA(FM) FROM THE NEW TOWER (ASR 1280552), WITH A CENTER OF RADIATION ELEVATION OF 108 METERS AGL/157 METERS HAAT, USING THE EXISTING ANTENNA OPERATING AT THE CURRENT 38KW NON-DA.

THE PUBLIC INTEREST WILL BE FURTHERED IN THE GRANT OF THE REQUESTED STA BECAUSE OPERATION OF WHSA(FM) WILL BE PERMITTED TO CONTINUE BETWEEN THE TIME OF THE DEMOLITION OF THE CURRENT WHSA(FM) TOWER AND COMMENCEMENT OF 92KW DA OPERATION FROM THE NEW TOWER.

THE EXPECTED DURATION OF OPERATION UNDER STA IS LESS THAN 120 DAYS. THE APPLICANT WILL COMMENCE OPERATIONS PER THE RECENTLY-SUBMITTED CONSTRUCTION PERMIT MODIFICATION APPLICATION (20120807ABT) WHEN: A) THE APPLICATION HAS BEEN GRANTED; B) THE DIRECTIONAL ANTENNA HAS BEEN PROPERLY INSTALLED AND ANTENNA ORIENTATION HAS BEEN CERTIFIED; AND C) A FINAL DETERMINATION AND ANY NECESSARY MODIFICATIONS HAVE BEEN MADE TO THE APPLICANTS WHSA(FM) ELECTRICAL SERVICE.
