FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

Description:
EEO NARRATIVE STATEMENT

KSMU-FM AND KOZK-TV ARE LICENSED TO THE BOARD OF GOVERNORS OF MISSOURI STATE UNIVERSITY AND MUST STRICTLY ADHERE TO THE UNIVERSITY'S POLICIES REGARDING EEO RULES AND PROCEDURES.

MISSOURI STATE UNIVERSITY IS COMMITTED TO DIVERSITY AS A CORE INSTITUTIONAL VALUE AND TO PROGRAMS AND PRACTICES THAT ENSURE AN ENVIRONMENT FREE OF THE BARRIERS OF DISCRIMINATION IN EDUCATION AND EMPLOYMENT AND THAT ESTABLISH A COLLEGIAL AND JUST COMMUNITY. AS A COMMUNITY OF PEOPLE WITH RESPECT FOR DIVERSITY, THE UNIVERSITY EMPHASIZES THE DIGNITY AND EQUALITY COMMON TO ALL PERSONS AND ADHERES TO A STRICT NONDISCRIMINATION POLICY REGARDING THE TREATMENT OF INDIVIDUAL FACULTY, STAFF, AND STUDENTS. IN ACCORD WITH FEDERAL LAW AND APPLICABLE MISSOURI STATUTES, THE UNIVERSITY DOES NOT DISCRIMINATE ON THE BASIS OF RACE, COLOR, RELIGION, SEX, NATIONAL ORIGIN, ANCESTRY, AGE, DISABILITY, OR VETERAN STATUS IN EMPLOYMENT OR IN ANY PROGRAM OR ACTIVITY OFFERED OR SPONSORED BY THE UNIVERSITY. PROHIBITED SEX DISCRIMINATION ENCOMPASSES SEXUAL HARASSMENT, WHICH INCLUDES SEXUAL VIOLENCE. IN ADDITION, THE UNIVERSITY DOES NOT DISCRIMINATE ON ANY BASIS (INCLUDING, BUT NOT LIMITED TO, POLITICAL AFFILIATION AND SEXUAL ORIENTATION) NOT RELATED TO THE APPLICABLE EDUCATIONAL REQUIREMENTS FOR STUDENTS OR THE APPLICABLE JOB REQUIREMENTS FOR EMPLOYEES.

THE UNIVERSITY IS DEDICATED TO PROVIDING EQUAL ACCESS TO ITS EMPLOYMENT ENVIRONMENT WHILE TAKING AFFIRMATIVE ACTION TO RECRUIT AND RETAIN OUTSTANDING FACULTY AND STAFF FROM HISTORICALLY UNDERREPRESENTED GROUPS, VETERANS AND PERSONS WITH DISABILITIES. ALL VACANCIES ANNOUNCED THROUGH THE OFFICE OF HUMAN RESOURCES ARE AUTOMATICALLY DISTRIBUTED TO A LIST OF MINORITY RECRUITMENT SOURCES. ADDITIONALLY, VACANCY ANNOUNCEMENTS FOR POSITIONS WITHIN MISSOURI STATE UNIVERSITY BROADCAST SERVICES ARE MADE ON KSMU-FM, KOZK-TV, POSTED ON VARIOUS WEBSITES AND IN PRINT PUBLICATIONS AS APPROPRIATE. ANY EMPLOYEE WHO IS PART OF A SEARCH COMMITTEE IN THE HIRING PROCESS MUST REVIEW AND FOLLOW THE UNIVERSITY'S HANDBOOK, WHICH OUTLINES THE UNIVERSITY'S AFFIRMATIVE ACTION RECRUITMENT GUIDELINES. ADMINISTRATORS AND SEARCH OFFICIALS ARE DESIGNATED AS DECISION-MAKERS FOR RECRUITMENT AND HIRING ACTIONS. EVERY ADMINISTRATOR, SUPERVISOR, AND SEARCH COMMITTEE PARTICIPANT HAS THE RESPONSIBILITY TO ENSURE FULL IMPLEMENTATION OF THE UNIVERSITY NONDISCRIMINATION POLICIES AND AFFIRMATIVE ACTION GUIDELINES. THE OFFICE OF HUMAN RESOURCES PROVIDES A MONTHLY PRESENTATION ON EQUAL EMPLOYMENT POLICIES AND THE AFFIRMATIVE ACTION RECRUITMENT PROCESS. PRIOR TO THE INITIATION OF A SEARCH PROCESS, OR AT LEAST ONCE A YEAR, DESIGNATED SEARCH OFFICIALS ARE REQUIRED TO ATTEND ONE OF THE PRESENTATIONS.

THE OFFICE OF HUMAN RESOURCES AND THE OFFICE OF EQUAL OPPORTUNITY MONITOR THE RADIO STATIONS AND TELEVISION STATIONS HIRING PROCESS INCLUDING JOB POSTINGS, SCREENINGS, INTERVIEWS, AND THE JOB OFFER AND ACCEPTANCE PROCEDURES. THE RADIO AND TELEVISION STATIONS MUST ALSO FOLLOW THE UNIVERSITY'S POLICIES REGARDING PAY, BENEFITS, SENIORITY PRACTICES, PROMOTIONS AND ALL AREAS THAT RELATE TO EQUAL OPPORTUNITY TO ENSURE THEY DO NOT HAVE A DISCRIMINATORY EFFECT.

IN ADDITION TO FOLLOWING THE ABOVE-OUTLINE RECRUITMENT PROCEDURES AND NONDISCRIMINATION POLICIES, KSMU-FM AND KOZK-TV ALSO REGULARLY PERFORM SEVERAL NON-VACANCY SPECIFIC OUTREACH ACTIVITIES. AS DETAILED IN THE ANNUAL EEO PUBLIC FILE REPORTS, THESE INCLUDE INTERNSHIP PROGRAMS, SCHOLARSHIP PROGRAMS, JOB FAIRS, AND EVENTS WITH EDUCATIONAL INSTITUTIONS.
