CIRCUMSTANCES

WIDL HOLDS A PERMIT TO CONSTRUCT FACILITIES AT A NEW TRANSMITTER SITE AND MODIFY ITS COMMUNITY OF LICENSE TO SPECIFY CASS CITY, MI; FILE NO. BPH-20111024AIS.

COUNSEL IS ADVISED THAT THE PERMITTEE IS CONSTRUCTING ITS AUTHORIZED FACILITIES AND HAS ALREADY RELOCATED AND INSTALLED ITS TRANSMITTER, ANTENNA AND OTHER EQUIPMENT AT THE NEW TOWER SITE.    DURING PRELIMINARY TESTING, IT WAS DISCOVERED THAT DUE TO AN AS OF YET UNKNOWN CAUSE THE MODIFIED SIGNAL PATTERN IS NOT RECEIVED IN VARIOUS LOCATIONS, INCLUDING PORTIONS OF CASS CITY, THE STATION'S NEW COMMUNITY OF LICENSE.

WITH ITS CONSULTING ENGINEERS, THE STATION WILL STUDY THE NEW XM SITE INSTALLATION AND OTHER FACTORS IN AN EFFORT TO DETERMINE THE CAUSE(S) FOR THE SIGNAL HOLE. TO FACILITATE THE INVESTIGATION AND RELATED TESTING THE WIDL MAIN TRANSMITTER AND ANTENNA WILL REMAIN FOR THE ITME BEING AT THE CP TOWER SITE RATHER THAN RETURN TO THE LICENSED TOWER SITE.

IN ORDER TO CONTINUE SERVICE TO ITS COMMUNITY OF LICENSE WHILE FURTHER TESTING IS UNDERWAY AND REMEDIAL MEASURES ARE BEING DEVELOPED, WIDL IS OPERATING WITH REDUCED FACILITIES FROM AN EXISTING ANTENNA STRUCTURE LOCATED AT ITS MAIN STUDIO ADDRESS AS FOLLOWS:
