STA JUSTIFICATION

NOVEMBER 2012

THIS STA SERVES TWO PURPOSES.
1. TO NOTIFY THE STAFF THAT OPERATION HAS BEEN RESUMED.
2. TO REQUEST AUTHORITY TO OPERATE WITH 10 TO 25% OF NORMAL ERP (100 KW).

ON APRIL 6, 2012, KMZK'S TOWER COLLAPSED DURING A VIOLENT STORM DESTROYING THE TOWER, ANTENNA SYSTEM & COAX. ALL OF THAT HAS NOW BEEN RESTORED. THE TOWER HEIGHT REMAINS UNCHANGED. AN IDENTICAL REPLACEMENT 10 BAY SWR ANTENNA SYSTEM IS MOUNTED AT THE AUTHORIZED HEIGHT.

UNDER FULL POWER CONDITIONS, KMKZ OPERATES A 3 PHASE 20 KW TRANSMITTER AT 19.2 KW. UNFORTUNATELY, THE ELECTRICAL SERVICE TO THIS REMOTE MOUNTAIN SITE IS ONLY SINGLE PHASE AND THUS, A ROTARY PHASE CONVERTER IS BEING EMPLOYED.

OVER THE INTERVENING MONTHS, THE ELECTRICAL SERVICE HAS DETERIORATED AND NO LONGER PROVIDES RELIABLE SERVICE TO PERMIT THE TRANSMITTER TO OPERATE AT ITS REQUIRED FULL POWER. KMZK HAS FOUND THAT OPERATING AT APPROXIMATELY 25% OF NORMAL POWER IS WHERE IT CAN ACHIEVE RELIABLE OPERATION. FIGURE A IS A COVERAGE MAP COMPARING THE LICENSED VERSUS 25% STA COVERAGE.

KMZK IS WORKING WITH THE LOCAL ELECTRIC COMPANY TO OBTAIN RELIABLE SERVICE.

APRIL, 2013

KMZK CONTINUES TO OPERATE WITH REDUCED POWER BECAUSE OF THE HEAVY SNOW ON THE MOUNTAIN SITE. IT HAS BEEN IMPOSSIBLE TO GAIN ACCESS TO THE SITE DUE TO THE EXTREME WEATHER. AS SOON AS THE SNOW MELTS ENOUGH TO PERMIT ACCESS, KMZK AND THE POWER COMPANY WILL WORK TO RESTORE FULL-POWERED OPERATION AT KMZK. CONSEQUENTLY, AN EXTENSION OF THE UNDERLYING STA TO OPERATE AT VARIANCE WITH ITS AUTHORIZATION IS REQUESTED.
