Unless the applicant can determine compliance through the use of the RF worksheets in Appendix A, an Exhibit is required.

BASIS FOR REQUEST

KZFM IS UNDERTAKING THE REPLACEMENT OF THE EQUIPMENT USED IN ITS TRANSMISSION OPERATIONS. AS A FIRST STEP, IT HAS COMPLETED THE REPLACEMENT OF ITS TRANSMITTER AND STRENGTHENED ITS TOWER AND REPAINTED THE TOWER. KZFM THEN PROCEEDED TO DEAL WITH ITS ANTENNA. THE LICENSEE FIRST SENT THE STATION'S ANTENNA OUT FOR REPAIR AFTER THE ANTENNA WAS UNABLE TO PERFORM AS REQUIRED OWING TO BURNOUTS. THE DAY AFTER KZFM RECEIVED BACK AND REMOUNTED THE ANTENNA, THE ANTENNA WAS HIT BY A LIGHTHING STRIKE, WHICH CAUSED THE REPAIRED ANTENNA TO BURN OUT ONCE AGAIN. THE ANTENNA IS NOW BACK WITH THE MANUFACTURER FOR ANOTHER ROUND OF REPAIR WORK.

A GRANT OF THE INSTANT STA IS IN THE PUBLIC INTEREST AS IT PERMITS KZFM TO REMAIN IN SERVICE TO THE PUBLIC AS IT AWAITS THE RETURN OF ITS ANTENNA.

KZFM URGES THE COMMISSION TO GRANT THIS STA REQUEST.
