Section 1.1306 (i.e., The facility will not have a significant environmental impact and complies with the maximum permissible radiofrequency electromagnetic exposure limits for controlled and uncontrolled environments). Unless the applicant can determine compliance through the use of the RF worksheets in Appendix A, an Exhibit is required.

EXTENSION OF STA TO OPERATE WITH REDUCED POWER

THE COMMISSION GRANTED TO PACIFICA FOUNDATION, INC., LICENSEE OF NON-COMMERCIAL EDUCATIONAL FM STATION KPFT(FM), HOUSTON, TEXAS, SPECIAL TEMPORARY AUTHORITY TO OPERATE WITH REDUCED POWER (BSTA-20120411AAO). THE COMMISSION MOST RECENTLY EXTENDED THE STA UNTIL DECEMBER 9, 2013, (BESTA-20130528AJF). A FURTHER EXTENSION IS NEEDED.

BY WAY OF BACKGROUND, ON MONDAY, MARCH 19, 2012, THE LICENSEE DISCOVERED MELTED METAL IN THE TRANSMITTER AND CONCLUDED THAT THE SYSTEM WAS IN IMMINENT DANGER OF FAILING. ACCORDINGLY, THE POWER WAS REDUCED. DESPITE REPLACEMENT OF SEVERAL PARTS, THE STATION HAS NOT BEEN ABLE TO RESUME 100 KW ERP OPERATIONS. THE STATION IS CURRENTLY OPERATING AT 50 KW ERP OR 50% OF AUTHORIZED POWER, PENDING RESOLUTION OF THE PROBLEM.

A FURTHER EXTENSION IS NEEDED TO RESOLVE THE REMAINING PROBLEMS AND TO KEEP KPFT ON THE AIR. THE PUBLIC INTEREST IS SERVED BY CONTINUED SERVICE TO THE PUBLIC.
