JUSTIFICATION FOR STA REQUEST

THE LICENSEE REQUESTS PERMISSION TO OPERATION STATION KXXN FROM A DIFFERENT SITE THAN WHICH IS SPECIFIED ON ITS LICENSE FOR THE REASONS BELOW.

ON JUNE 4TH, 2014, KXXN SUFFERED A FAILURE OF ITS AIR HANDLING AND AIR CONDITIONING SYSTEMS AT THE MAIN TRANSMITTER SITE IN IOWA PARK, TEXAS. THE EXCESSIVE INSIDE TEMPERATURE DUE TO THIS FAILURE HAS MADE LICENSED OPERATION IMPOSSIBLE DUE TO THE STATION'S TRANSMITTER GOING INTO THERMAL SHUTDOWN. IN ORDER TO CONTINUE OPERATIONS, KXXN HAS UTILIZED THE FACILITIES OF THE AUXILIARY SITE OF CO-OWNED KWFB UNTIL THE MAIN TRANSMITTER SITE AIR CONDITIONING AND AIR HANDLING SYSTEMS HAVE BEEN REPAIRED. THE LICENSEE PROPOSES TO OPERATE KXXN WITH A REDUCED ERP OF 70 WATTS SO AS NOT TO EXTEND THE 60 DBU CONTOUR BEYOND THE LICENSED, FULL POWER CONTOUR. THE TOWER HEIGHT INFORMATION IS FROM THE KWFB AUXILIARY SITE LICENSE INFORMATION.

THE LICENSEE HAS CONTACTED ITS AIR CONDITIONING VENDOR TO SCHEDULE REPAIRS. THE VENDOR HAS TOLD THE LICENSEE THAT DUE TO AN EVER INCREASING WORKLOAD SCHEDULE, IN ADDITION TO BEING SHORT STAFFED, REPAIRS CANNOT BE MADE TO THE AIR HANDLING SYSTEM IMMEDIATELY. HOWEVER, THE VENDOR HAS INDICATED THAT REPAIRS SHOULD BE MADE BY JULY 31ST, 2014. IN AN ABUNDANCE OF CAUTION, THE LICENSEE IS RESPECTFULLY REQUESTING A PERIOD OF SEVENTY FIVE DAYS OF PERMISSION TO OPERATE UNDER EMERGENCY OPERATION CONDITIONS.
