WKSE IS CURRENTLY LICENSED ON CH 253B AT NIAGRA FALLS, NEW YORK. NO CHANGE IN CHANNEL OR COMMUNITY OF LICENSE ARE PROPOSED.

A NO HAZARD DETERMINATION WAS ISSUED BY THE FAA ON SEPTEMBER 26, 2013 FOR THE PROPOSED TOWER, 2013-AEA-5335-OE. THE APPLICANT IS CURRENTLY PURSUING THE REQUIRED ENVIRONMENTAL APPROVALS.

THIS APPLICATION PROPOSES ERECTION OF A NEW, GROUNDED, FM BROADCAST TOWER MIDWAY BETWEEN TWO EXISTING TOWERS WHICH MAKE UP THE WBEN-AM TWO TOWER NIGHTTIME DIRECTIONAL ANTENNA SYSTEM. WITH RESPECT TO CANADIAN STATIONS IT IS NOTED THE LICENSED FACILITY IS ASSOCIATED WITH SHORT SPACINGS UNDER 73.207 TO EIGHT STATIONS IN CDBS. THE PROPOSED SITE INCREASES THE DISTANCE TO EACH OF THESE FACILITIES AS THE SITE IS LOCATED SOUTHEASTERLY WITH RESPECT TO THE LICENSED SITE. THE PROPOSED SITE REPRESENTS A MOVE AWAY FROM CANADA. RF RADIATION

USE OF AN ERI SHPX-6, 6 BAY, FULL WAVE SPACED ANTENNA, OR EQUIVALENT, IS ANTICIPATED. THE ANTENNA RC WILL BE 127.5 METERS AGL WITH 41,000 WATTS ERP H & V. FMMODEL CALCULATES A MAXIMUM POWER DENSITY OF 11.817 MICROWATTS PER CENTIMETER SQUARED 40 METERS FROM THE TOWER BASE. THIS VALUE IS 5.91% OF THE 200 MICROWATT EXPOSURE GUIDELINE FOR UNCONTROLLED ENVIRONMENTS.

THE APPLICANT WILL REDUCE POWER OR CEASE TRANSMISSION AS REQUIRED TO MEET OET-65 GUIDELINES FOR WORKER EXPOSURE.

THE APPLICANT IS CURRENTLY IN THE PROCESS OF SECURING ALL REQUIRED ENVIRONMENTAL APPROVALS AND WILL AMEND THIS APPLICATION TO CERTIFY NO ENVIRONMENTAL IMPACT AS SOON AS THAT PROCESS IS COMPLETED.

EFFECTIVE 12/19/2014 THE TOWER REGISTRATION PROCESS HAS BEEN COMPLETED. THE ENVIRONMENTAL PROCESS HAS BEEN COMPLETED WITH A CONCLUSION OF NO MAJOR ENVIRONMENTAL IMPACT.
