CIRCUMSTANCES REQUIRING STA/TECHICAL SUMMARY/RFR HAZARD STATEMENT

THE STATION MUST REDUCE POWER OR CEASE OPERATIONS TO PROTECT PERSONS CONSTRUCTING FACILITIES IN THE VICINITY OF THE WTLQ-FM MAIN ANTENNA. THE REQUESTED STA WILL PERMIT THE STATION TO OPERATE FROM A TEMPORARY ANTENNA DURING THE CONSTRUCTION, PROTECTING WORKERS AND CONTINUING THE STATION'S PROGRAMMING SERVICE.

THE EXPECTED DURATION OF THE STA IS NOT EXPECTED TO EXCEED 30 DAYS AT WHICH TIME IT WILL BE POSSIBLE TO RESUME NORMAL WTLQ-FM OPERATION.

TECHNICAL SUMMARY: IT IS PROPOSED TO SIDE-MOUNT AN ERI MODEL SHPXA-4AC-HW, 4-BAY, 1/2 WAVELENGTH BAY SPACING, NONDIRECTIONAL (ND) ANTENNA AT THE 113 METER LEVEL ON THE EXISTING WTLQ-FM TOWER (ASRN 1043720) . THIS WILL RESULT IN AN ANTENNA RADIATION CENTER HEIGHT ABOVE MEAN SEA LEVEL OF 114 METERS AND AN ANTENNA HEIGHT ABOVE AVERAGE TERRAIN (HAAT) OF 114 METERS. OPERATION WILL BE WITH A ND ERP OF 6.7 KW IN ORDER TO MAINTAIN THE STA 60 DBU CONTOUR WITHIN THE LICENSED 60 DBU CONTOUR

RFR COMPLIANCE: THE PROPOSED STA FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE WTLQ-FM STA ANTENNA IS LOCATED 113 METERS ABOVE GROUND LEVEL. THE TOTAL ERP IS 13.4 KW (H+V). A GREATER THAN EXPECTED VERTICAL PLANE RELATIVE FIELD VALUE OF 0.2 (FOR ANGLES BELOW 25 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 2, ATTACHED). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.0015 MW/CM2. THIS IS 0.75% OF THE FCC'S RECOMMENDED LIMIT OF 0.2 MW/CM2 FOR THE FM BAND FOR AN UNCONTROLLED/GENERAL POPULATION ENVIRONMENT. THEREFORE, BASED ON THE RESPONSIBILITY THRESHOLD OF 5%, THE PROPOSAL WILL COMPLY WITH THE RF EXPOSURE REQUIREMENTS CONTAINED IN THE FCC RULES.

ACCESS TO THE TRANSMITTING SITE IS RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL SHALL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RF ENERGY EXPOSURE.
