LRS RADIO, LLC HEREBY SEEKS SPECIAL TEMPORARY AUTHORITY FOR 180 DAYS TO ALLOW FM BROADCAST STATION WBEA, SOUTHOLD, NEW YORK, TO CONTINUE TO OPERATE AT REDUCED POWER. SEE 47 C.F.R. 73.1560(D) AND 73.1635(A). CURRENTLY, THE STATION IS OPERATING AT APPROXIMATELY 20% OF ITS AUTHORIZED POWER, WITH 1.2 KW ERP, AND A TRANSMITTER OUTPUT POWER OF 1.0 KW.

EXTRAORDINARY CIRCUMSTANCES JUSTIFY GRANT OF THE RELIEF REQUESTED HEREIN. ON FEBRUARY 3, 2016, DURING A SNOWSTORM, WBEA SUFFERED A COMPLETE AND CATASTROPHIC LOSS OF ITS TRANSMITTER. LRS DILIGENTLY MOVED TO DEPLOY A BACKUP TRANSMITTER AND RESTORE WBEA OPERATIONS AT REDUCED POWER, AND TIMELY NOTIFIED THE FCC OF THESE EVENTS BY A LETTER DATED FEBRUARY 12, 2016. THIS UNEXPECTED TOTAL LOSS OF SUCH A COSTLY PIECE OF STATION EQUIPMENT HAS VISITED A SUBSTANTIAL FINANCIAL HARDSHIP ON THE LICENSEE, WHICH IT IS WORKING TO OVERCOME. IN THE MEANTIME, LRS RESPECTFULLY SUBMITS THAT THE PUBLIC INTEREST WOULD CLEARLY BE SERVED BY FCC GRANT OF PERMISSION TO WBEA ALLOWING IT TO CONTINUE TO PROVIDE SERVICE TO THE PUBLIC WITH TEMPORARY TRANSMISSION FACILITIES AT 20 PERCENT OF AUTHORIZED POWER, WITH 1.2 KW ERP, AND A TRANSMITTER OUTPUT POWER OF 1.0 KW. LRS RESPECTFULLY REQUESTS GRANT OF ANY NECESSARY WAIVERS TO ALLOW GRANT OF THIS REQUEST AT THIS TIME.
