Exhibit 24
Description:
CIRCUMSTANCES

THE STATION HAS SUFFERED A FAILURE OF THE ANTENNA STRUCTURE. STRONG WINDS CAUSED THE ENTIRE TOWER TO COLLAPSE. A TEMPORARY TOWER STRUCTURE HAS BEEN ERECTED AT THE SAME LOCATION UNTIL SOMETIME IN THE SPRING SEASON WHEN THE ORIGINAL STRUCTURE CAN BE RESTORED.
THE TEMPORARY ANTENNA STRUCTURE IS AT VARIANCE WITH LICENSED PARAMETERS IN THE FOLLOWING WAYS:

1. OVERALL HEIGHT OF ANTENNA STRUCTURE ABOVE GROUND IS 9 METERS INSTEAD OF 18 METERS.
2. HEIGHT OF RADIATION CENTER ABOVE GROUND IS 8 METERS INSTEAD OF 14 METERS.
3. THE ANTENNA IS A SINGLE BAY OF THE SAME MODEL AND PATTERN INSTEAD OF 3 BAYS.
4. TRANSMITTER TPO HAS BEEN REDUCED TO 350 WATTS INSTEAD OF 2.45 KW.   TPO REDUCTION WAS NECESSARY TO ACCOMMODATE REDUCED POWER RATINGS OF THE TEMPORARY ANTENNA AND FEEDLINE.
5. ERP IS REDUCED TO 143 WATTS VERTICAL AND HORIZONTAL, INSTEAD OF 3 KW.

THE APPLICANT RESPECTFULLY REQUESTS PERMISSION TO OPERATE UNDER THE ABOVE DESCRIBED PARAMETERS UTILIZING THE TEMPORARY ANTENNA STRUCTURE PENDING RESTORATION OF THE ORIGINAL STRUCTURE. THE OWNER OF THE STRUCTURE ANTICIPATES RESTORATION SOMETIME THIS SPRING DUE TO THE DIFFICULT WINTER WEATHER CONDITIONS AT THE MOUNTAINTOP SITE.

7/7/17 UPDATE - EXTENSION REQUEST...

THE SITE WAS NOT EASILY ACCESSIBLE UNTIL RECENTLY DUE TO WINTER STORMS AND SNOW. A NEW TOWER HAS BEEN ORDERED AND THE SITE OWNER PLANS TO CONSTRUCT IT THIS SUMMER. IN THE MEANTIME, KMJB CONTINUES TO OPERATE AT REDUCED POWER.
