FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a television station employment unit that employs five or more full-time station employees must file a full and complete Broadcast Mid-Term Report. If a television station employment unit employs fewer than five full-time employees, only the first two pages of this report need be filed [through Section I and the Certification] .

A copy of this Mid-Term Report must be kept in the station's public file. Failure to meet these requirements may result in sanctions or remedies. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

Consider as "full-time" employees all those permanently working 30 or more hours a week.

GENERAL POLICY

A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

Section II

RESPONSIBILITY FOR IMPLEMENTATION

A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

EXHIBIT 1A: EEO ANNUAL PUBLIC FILE REPORT FOR LICENSE YEAR 2015-16 PLEASE NOTE THAT ON 8/16/2016 THE COMMISSION APPROVED THE ASSIGNMENT OF THESE STATIONS FROM PACIFIC LUTHERAN UNIVERSITY (PLU) TO FRIENDS OF 885 FM. FRIENDS OF 885 FM HAS SINCE CHANGED ITS NAME TO PACIFIC PUBLIC MEDIA (PPM), BUT HAD THE FORMER NAME AT THE TIME OF THE ASSIGNMENT OF LICENSES. PLEASE SEE FCC FILE NO BALED-20160706AAM. THE ASSIGNMENT WAS CONSUMMATED ON 8/30/2016. AT THAT TIME, ALL PREVIOUS STATION PERSONNEL CONTINUED THEIR EMPLOYMENT UNDER FRIENDS OF 885 FM, NOW PPM, THE NEW LICENSEE.

WHEN FRIENDS OF 885 FM/PPM PREPARED ITS EEO ANNUAL PUBLIC FILE REPORT FOR THE 2015-16 LICENSE YEAR (EXHIBIT 1A), FRIENDS OF 885 FM/PPM HAD BEEN LICENSEE FOR THE STATIONS IN ITS SEU FOR ONLY ONE MONTH. THE EEO ANNUAL PUBLIC FILE REPORT FOR 2015-16 REPORTED THAT THE NEW FRIENDS/PPM SEU HAD REHIRED ALL OF PLU'S FULL-TIME AND PART-TIME EMPLOYEES MMEDIATELY POST-CONSUMMATION.

PLEASE NOTE THAT EACH OF PLU'S EMPLOYEES HAD EITHER BEEN HIRED BY PLU AFTER A FULL RECRUITMENT IN COMPLIANCE WITH FCC RULE 73.2080 OR HAD BEEN HIRED ORIGINALLY PRIOR TO MARCH 2003. FOR THIS REASON, FRIENDS/PPM MANAGEMENT DETERMINED THAT RULE 73.2080 DID NOT REQUIRE THE NEW LICENSEE TO ENGAGE IN FULL RECRUITMENT IN CONNECTION WITH ITS REHIRING OF THESE PREVIOUSLY-RECRUITED EMPLOYEES.

FRIENDS/PPM CONDUCTED NO OTHER RECRUITMENTS IN 2015-16; THEREFORE, IT DID NOT LIST RECRUITMENT SOURCES OR COMMUNITY REFERRAL ORGANIZATIONS IN ITS 2015-16 ANNUAL PUBLIC FILE REPORT, BUT MERELY EXPLAINED THE CIRCUMSTANCES OF ITS SEU AT THE TIME.

DURING THE LAST MONTH OF THE 2015-16 LICENSE YEAR, THE ONLY MONTH OF THAT YEAR DURING WHICH FRIENDS/PPM HELD THE LICENSE FOR THESE STATIONS, FRIENDS/PPM CONTINUED WHICHEVER PLU OUTREACH INITIATIVES WERE STILL ONGOING THAT MONTH.
