THE DAMAGE WAS CAUSED BY HIGH WINDS AND ICE STORM.

OPERATING AT A REDUCED POWER OF 65%

Attachment 1

Exhibit 24
Description:
JUSTIFICATION FOR STA EXTENSION

AS WAS REPORTED IN THE ORIGINAL STA REQUEST, KPHR'S MAIN AND BACK UP ANTENNAE WERE DAMAGED IN AN ICE STORM WITH HIGH WINDS, NECESSITATING THE ORDERING OF A NEW ANTENNA AS SOON AS THE LICENSEE'S INSURANCE CLAIM WAS APPROVED BY ITS INSURER. THE NEW ANTENNA HAS BEEN ORDERED AND DELIVERY IS EXPECTED BEFORE THE END OF OCTOBER. HOWEVER, IT IS NOT YET KNOWN WHEN THE ANTENNA CAN BE INSTALLED, AS TOWER CREW AVAILABILITY IS NOT YET CONFIRMED AND WEATHER CONSIDERATIONS COULD CAUSE DELAYS. THUS, OUT OF AN ABUNDANCE OF CAUTION, A SIX-MONTH EXTENSION OF STA FOR KPHR'S REDUCED POWER OPERATION IS RESPECTFULLY REQUESTED. THE COMMISSION WILL BE NOTIFIED WHEN KPHR RESUMES NORMAL OPERATIONS.
