ENVIRONMENTAL PROTECTION

ANTENNA IS LOCATED 11.5 METERS ABOVE THE ROOF OF THE SUPPORTING BUILDING, WHICH IS THE NEAREST AREA WHICH COULD POSSIBLY BE ACCESSIBLE TO PERSONS SUBJECT TO THE UNCONTROLLED EXPOSURE STANDARD. THIS FULLY COMPLIES WITH THE FCC STANDARD REGARDING HUMAN EXPOSURE TO NONIONIZING RADIATION SINCE THE PREDICTED POWER DENSITY IN THIS AREA WILL BE LESS THAN 2% OF THE PERMITTED LEVEL FOR UNCONTROLLED EXPOSURE.

NCE FM LICENSEE, BOULDER CREEK RECREATION AND PARKS DISTRICT (BCRPD), A SPECIAL DISTRICT UNDER THE STATE OF CALIFORNIA, RESPECTFULLY REQUESTS EXTENSION TO CONTINUE OPERATIONS ON KBCZ FM AS GRANTED PER BSTA-20170519AAB BY MEDIA BUREAU STAFF ON MAY 22, 2017.    

FOLLOWING AN AGREEMENT WITH THE SAN LORENZO VALLEY WATER DISTRICT PAVING THE WAY FOR CO-LOCATION OF AN ANTENNA ON THE PROPERTY OF THE WATER TANK, BCRPD & KBCZ MANAGEMENT HAVE PROCEEDED WITH PLANNING AND FUNDRAISING ACTIVITIES.

UNDER THIS STA, KBCZ PROVIDED PUBLIC INFORMATION COVERAGE OF COMMUNITY EVENTS THROUGHOUT 2017, AND WAS IMMEDIATELY RESPONSIVE TO EMERGENCY NEEDS INCLUDING EXTREME WEATHER CONDITIONS AND FLASH FLOODS EARLIER IN THE YEAR, AS WELL AS THE RECENT LOCAL WILDFIRES AS HAD OCCURRED THROUGHOUT THE STATE OF CALIFORNIA.

SINCE SUCH INTER-AGENCY ACTIVITIES ARE OFTEN MULTIYEAR UNDERTAKINGS, BCRPD SEEKS TO CONTINUE BROADCASTS FROM ITS MAIN OFFICE WITH THE FACILITIES AND PARAMETERS ORIGINALLY DESCRIBED BSTA-20170519AAB, AND FOR THE EXAMPLES PROVIDED HEREIN.

REQUEST FOR STA

KBCZ FM, LICENSED TO THE BOULDER CREEK RECREATION AND PARK DISTRICT (BCRPD), HAS TERMINATED ITS LEASE FOR ITS ORGINAL TRANSMITTER SITE.
AS OF MAY 2017, BCRPD HAS REACHED AN AGREEMENT WITH THE SAN LORENZO VALLEY WATER DISTRICT TO MAKE ARRANGEMENTS TO MOVE AND CO-LOCATE KBCZ'S TRANSMITTER SITE TO A WATER TANK IN THE AREA.   

FOR THE INTERIM, PROVISIONS HAVE BEEN MADE TO CONTINUE BROADCAST OPERATIONS AT BCRPD'S MAIN OFFICE AT 13333 MIDDLETON AVE IN THE HEART OF BOULDER CREEK. THE FACILITY IS PROPOSED TO OPERATE AT REDUCED POWER WITH AN NORWALK DOMINATOR OMNI-DIRECTIONAL ANTENNA PLACED AT 15 METERS AGL, ENSURING KBCZ'S INTERIM OPERATION WILL REMAIN LARGELY WITHIN ITS' PROTECTED 60 DBU CONTOUR.

APPROVAL OF PROPOSED ENGINEERING STA IS REQUESTED. THROUGH THE CONTINUED INTERIM OPERATION OF KBCZ, THE BOULDER CREEK RECREATION AND PARK DISTRICT MAY CONTINUE PROVIDING AN IMPORTANT SERVICE TO THE COMMUNITY WHILE REMAINING RESPONSIVE TO LOCAL NEEDS AND INTERESTS.

THE STATION ALSO SERVES IMPORTANT PUBLIC SAFETY PURPOSES, AS THE REGION HAS PERIODICALLY EXPERIENCED FOREST FIRES, SEASONAL EXTREME WEATHER CONDITIONS INCLUDING FLASH-FLOODS AND MUDSLIDES, HAZARDS AND BLOCKAGES ON WINDY ROADS INTO AND THROUGHOUT THE AREA; AND IS SUSCEPTIBLE TO EARTHQUAKES AND ONGOING SEISMIC ACTIVITY DUE TO BOULDER CREEK'S GEOGRAPHIC PROXIMITY TO THE SAN ANDREAS FAULT.

THE BOULDER CREEK RECREATION AND PARK DISTRICT IS A POLITICAL SUBDIVISION OF THE STATE OF CALIFORNIA AND OPERATES GENERALLY UNDER THE PROVISIONS OF THE PUBLIC RESOURCES CODE, DIVISION 5, CHAPTERS 4 AND 5, 5780 THROUGH 5791.

THE DISTRICT WAS REGISTERED WITH THE STATE OF CALIFORNIA 1959. THE BOULDER CREEK RECREATION AND PARK DISTRICT OFFICE IS LOCATED AT 13333 MIDDLETON AVE. IN BOULDER CREEK.
