TECHNICAL SUMMARY/RFR HAZARD STATEMENT

TECHNICAL SUMMARY: IT IS PROPOSED TO SIDE-MOUNT AN OMB MODEL YAV 3 DIR, 3-ELEMENT, VERTICALLY POLARIZED DIRECTIONAL ANTENNA (DA) AT THE 12 METER LEVEL ON THE EXISTING KMZK 61 METER TOWER (NO ASRN). THIS WILL RESULT IN AN ANTENNA RADIATION CENTER HEIGHT ABOVE MEAN SEA LEVEL OF 2658 METERS AND AN ANTENNA HEIGHT ABOVE AVERAGE TERRAIN (HAAT) OF 408 METERS. OPERATION WILL BE WITH A DA MAXIMUM ERP OF 2.8 KW. THE STA 60 DBU CONTOUR IS CONTAINED WITHIN THE LICENSED 60 DBU CONTOUR AS INDICATED BY THE ATTACHED FIGURE 1.

RFR COMPLIANCE: THE PROPOSED STA FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE KMZK STA ANTENNA IS LOCATED 12 METERS ABOVE GROUND LEVEL. THE TOTAL ERP IS 2.8 KW (VERTICAL POLARIZATION). A GREATER THAN EXPECTED VERTICAL PLANE RELATIVE FIELD VALUE OF 0.3 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 2, ATTACHED). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 84.2 UW/CM2. THIS IS 42.1% OF THE FCC'S RECOMMENDED LIMIT OF 200 UW/CM2 FOR THE FM BAND FOR AN UNCONTROLLED/GENERAL POPULATION ENVIRONMENT. THEREFORE, AS KMZK IS THE ONLY BROADCAST STATION ON THE TOWER OR IN THE VICINITY, THE PROPOSAL WILL COMPLY WITH THE RF EXPOSURE REQUIREMENTS CONTAINED IN THE FCC RULES.

ACCESS TO THE TRANSMITTING SITE IS RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL SHALL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RF ENERGY EXPOSURE.

KMZK'S ANTENNA WAS STRUCK BY LIGHTNING ON AUGUST 2, 2018. THE LICENSEE ORDERED A NEW ANTENNA WHICH HAS BEEN SHIPPED TO THE STATION. AS SOON AS THE ANTENNA ARRIVES, THE LICENSEE WILL COMMENCE INSTALLATION. FOR NOW, KMZK IS OPERATING AT APPROXIMATELY 10% OF ITS AUTHORIZED POWER AND WILL NEED TO DO SO UNTIL THE NEW ANTENNA IS INSTALLED.
