ENVIRONMENTAL PROTECTION

ANTENNA IS LOCATED 11.5 METERS ABOVE THE ROOF OF THE SUPPORTING BUILDING, WHICH IS THE NEAREST AREA WHICH COULD POSSIBLY BE ACCESSIBLE TO PERSONS SUBJECT TO THE UNCONTROLLED EXPOSURE STANDARD. THIS FULLY COMPLIES WITH THE FCC STANDARD REGARDING HUMAN EXPOSURE TO NONIONIZING RADIATION SINCE THE PREDICTED POWER DENSITY IN THIS AREA WILL BE LESS THAN 2% OF THE PERMITTED LEVEL FOR UNCONTROLLED EXPOSURE.

AS FIRST DOCUMENTED IN APPLICATION # BSTA-20170519AAB, THE LEASE FOR KBCZ (FM) ORGINAL TRANSMITTER SITE WAS TERMINATED.   KBCZ LICENSEE, THE BOULDER CREEK RECREATION AND PARK DISTRICT (BCRPD), REACHED AN AGREEMENT WITH THE SAN LORENZO VALLEY WATER DISTRICT. THE TWO AGENCIES COMMENCED WITH THE REQUIRED PUBLIC MEETINGS, SITE SURVEYS, AND ENGINEERING STUDIES TO CO-LOCATE KBCZ'S TRANSMITTER SITE TO A WATER TANK IN THE AREA, ALONG WITH REPORT BACK TO THE BOARDS AND STAFF OF RESPECTIVE AGENCIES. SIGNIFICANT PROGRESS HAS BEEN MADE, HOWEVER MORE TIME IS NEEDED TO FOLLOW THROUGH WITH THESE TASKS.

INTERIM PROVISIONS WERE MADE TO CONTINUE BROADCAST OPERATIONS AT BCRPD'S MAIN OFFICE AT 13333 MIDDLETON AVE IN THE HEART OF BOULDER CREEK. THIS APPLICATION REFLECTS ADJUSTMENTS TO THE TECHNICAL PARAMETERS.

THE FACILITY WILL CONTINUE TO OPERATE AT REDUCED HORIZONAL POWER OF .002 KW ERP WITH A VERTICALLY POLARIZED ANTENNA PLACED AT 14.5 METERS, ENSURING KBCZ'S INTERIM OPERATION WILL REMAIN WITHIN ITS' PROTECTED 60 DBU CONTOUR.   THE ATTACHED PDF ILLUSTRATES THE LOCATION OF THE INTERIM FACILITY IN RELATIONSHIP OF KBCZ'S AUTHORIZED 60 DBU CONTOUR.

THROUGH THE ONGOING OPERATION OF KBCZ, THE BOULDER CREEK RECREATION AND PARK DISTRICT MAY CONTINUE PROVIDING AN IMPORTANT SERVICE TO THE COMMUNITY WHILE REMAINING RESPONSIVE TO LOCAL NEEDS AND INTERESTS.

THE STATION ALSO SERVES IMPORTANT PUBLIC SAFETY PURPOSES, AS THE REGION HAS PERIODICALLY EXPERIENCED FOREST FIRES, SEASONAL EXTREME WEATHER CONDITIONS INCLUDING FLASH-FLOODS AND MUDSLIDES, HAZARDS AND BLOCKAGES ON WINDY ROADS INTO AND THROUGHOUT THE AREA; AND IS SUSCEPTIBLE TO EARTHQUAKES AND ONGOING SEISMIC ACTIVITY DUE TO BOULDER CREEK'S GEOGRAPHIC PROXIMITY TO THE SAN ANDREAS FAULT.

THE BOULDER CREEK RECREATION AND PARK DISTRICT IS A POLITICAL SUBDIVISION OF THE STATE OF CALIFORNIA AND OPERATES GENERALLY UNDER THE PROVISIONS OF THE PUBLIC RESOURCES CODE, DIVISION 5, CHAPTERS 4 AND 5, 5780 THROUGH 5791.
