Exhibit 8
Description:
CHANGE OF ANTENNA AND R.F. EMISSIONS STATEMENT

THE PROPOSED ANTENNA IS A RE-USED DIRECTIONAL ANTENNA, JSCP-2DA, RATHER THAN THE JSCP-2 ORIGINALLY PROPOSED IN THE APPLICATION FOR C.P. THIS ANTENNA IS TO BE USED AS IS AND LICENSED AS A NON-DIRECTIONAL. IN THIS CASE, THE PATTERN OF THE ANTENNA LOOKS QUITE SIMILAR TO MANY NON-DIRECTIONAL ANTENNAS MOUNTED AGAINST A REFLECTIVE TOWER. THE PATTERN OF THIS ANTENNA IS EXACTLY KNOWN, WHEN IN THE CASE OF, SO-CALLED NON-DIRECTIONAL ANTENNAS, THE PATTERN IS OFTEN UNKNOWN AND VARIES DEPENDING ON ITS MOUNTING AND THE SIZE AND DIMENSIONS OF THE SUPPORTING STRUCTURE. SINCE THIS PROPOSAL IS FOR AN AUXILIARY ANTENNA OF WHICH ITS FULL-FIELD 60 DBU SERVICE CONTOUR FALLS ENTIRELY INSIDE THE 60 DBU OF THE PRIMARY STATION,(AS SHOWN IN THE C.P APPLICATION) WHETHER IT IS LABELED AS A DIRECTIONAL DESIGN OR NOT SHOULD NOT MAKE A DIFFERENCE. THE ATTACHED AZIMUTH PATTERN IS PROVIDED TO SHOW THAT THE MAJOR LOBE OF THE ANTENNA DOES NOT EXCEED 100% IN ANY DIRECTION.

REGARDING PROTECTION TO THE PUBLIC AND WORKERS FROM EXCESSIVE R.F. EMISSIONS. WE HAVE USED THE OET 65 FORMULAS AND THE MANUFACTURER'S MEASURED VERTICAL ELEVATION FIELD OF THE TWO BAY, 3/4 WAVE ANTENNA. THE ANTENNA'S VERTICAL EMISSIONS PRESENT A FIELD OF 0.385 AT -60 DEGREES (NO DATA IS AVAILABLE FROM THE MANUFACTURER BEYOND BEYOND -60 DEGREES). OUR CALCULATIONS HAVE DETERMINED THE ANTENNA WILL PRODUCE 123.46 MICROWATTS PER SQUARE CENTIMETER NEAR GROUND LEVEL. THE AREA WHERE THE ANTENNA IS INSTALLED IS CONTROLLED, SINCE IT IS COMPLETELY INSIDE A SECURITY FENCE. THE APPLICANT WILL POST PROPER R.F. WARNING SIGNS AND WILL REDUCE POWER TO PROTECT WORKERS, AS IS REQUIRED,INSIDE THE FENCED AREA.

THE ANTENNA IS ATTACHED TO AN EXISTING WOODEN POLE AND IS NOT THE SUBJECT OF ANY ENVIRONMENTAL ACTION OR OTHER SIMILAR CONCERNS.

Exhibit 9
Description:
SPECIAL OPERATING RESTRICTIONS

THE C.P. LISTS THE ANTENNA AS NON-DIRECTIONAL. IT IS PROPOSED TO OPERATE THIS ANTENNA AS AN OMNI-DIRECTIONAL THOUGH IT HAS DIRECTIONAL CHARACTERISTICS (AS DO THE SIDE-MOUNTED ANTENNAS) FOR AN AUXILIARY. SEE EXHIBIT #8.
