JUSTIFICATION FOR STA

ARMADA MEDIA-WATERTOWN, INC. REQUESTED AND WAS GRANTED SPECIAL TEMPORARY AUTHORITY ('STA') TO OPERATE KPHR WITH REDUCED POWER (65%) IN FILE NO. BSTA-20170420AAW WHEN THE STATION'S ANTENNA WAS DAMAGED (LOSS OF SOME BAYS) DURING AN ICE STORM WITH HIGH WINDS. THAT STA WAS EXTENDED IN FILE NO. BESTA-20171017AAT. KPHR HAS CONTINUED TO OPERATE WITH ITS DAMAGED ANTENNA AT REDUCED POWER OF 65%, AS AUTHORIZED BY THE STA, AS EXTENDED. HOWEVER, THROUGH REGRETTABLE OVERSIGHT, A FURTHER EXTENSION OF STA WAS NOT TIMELY REQUESTED. THE INSTANT STA REQUEST FOR OPERATION OF KPHR AT REDUCED POWER OF 65% IS FILED AS A CORRECTIVE MEASURE.

THE REPLACEMENT ANTENNA THAT WILL PERMIT KPHR TO RESUME NORMAL LICENSED POWER IS CURRENTLY WAREHOUSED UNTIL A TOWER CREW CAN INSTALL IT. THE TOWER CREW IS SCHEDULED TO INSTALL THE REPLACEMENT ANTENNA DURING THE WEEK OF JUNE 17, 2019. OUT OF AN ABUNDANCE OF CAUTION, HOWEVER, IT IS RESPECTFULLY REQUESTED THAT KPHR BE GRANTED A SIX-MONTH STA TO OPERATE WITH REDUCED POWER OF 65%. THE COMMISSION WILL BE NOTIFIED WHEN KPHR RESUMES OPERATIONS WITH LICENSED POWER.
