EXTRAORDINARY CIRCUMSTANCES

ON OCTOBER 31, 2019 THE LEASED TOWER FOR STATION WSFR EXPERIENCED A FAILURE OF ITS UPPER SECTIONS WHICH RESULTED IN THE DESTRUCTION OF THE STATION'S ANTENNA. WSFR COMMENCED OPERATIONS FROM ITS LICENSED AUXILIARY SITE (BXLH - 20180614AAZ) SOON AFTER THAT EVENT.

THE TOWER OWNER HAS NOW CONSTRUCTED A NEW TOWER ADJACENT TO THE ORIGINAL TOWER, FOR TEMPORARY USE BY TENANTS OF THE ORIGINAL TOWER WHILE IT IS BEING REPAIRED.

AS SET FORTH IN THE TECHNICAL SUMMARY IN EXHIBIT 3 ABOVE, OPERATION OF THE STATION FROM THIS NEW TOWER IS IN COMPLIANCE WITH THE FCC'S TECHNICAL RULES AND WILL ALLOW THE STATION TO BETTER SERVE THE PUBLIC WITH A CLOSER REPLICATION OF THE STATION'S LICENSED FACILITIES THAN THE STATION'S LICENSED AUXILIARY SITE.
