WE SEEK SPECIAL TEMPORARY AUTHORITY (STA) TO OPERATE A COMBINED AUXILIARY ANTENNA FOR STATIONS WWJK, WKSL, AND WJBT .
THE STATIONS HAVE A PERMIT FOR THIS FACILITY AT A HIGHER LOCATION ON THE TOWER VIA PERMITS WJBT BXPH-20190924AAH, WWJK BXPH-20190924AAF, AND WKSL BXPH-20190924AAG AND THIS REQUEST IS THE SAME EXCEPT FOR A HEIGHT OF 134 METERS INSTEAD OF 158 METERS.
THESE FACILITIES ARE FOR USE DURING THE FINAL TV REPACK OPERATIONS ON THE TOWER, AND THE TEMPORARY OPERATION AT THE LOWER HEIGHT IS MADE NECESSARY BY AN ERROR OF THE TOWER OWNER HAVING AN MISTAKE IN ANTENNA MAPPING ON ITS TOWER AND THE PERMITTED LOCATION IS OCCUPIED.
IT IS UNKNOWN AT THIS TIME IF THE TOWER OWNER WILL RELOCATE THE ANTENNA PRESENTLY IN THE PERMITTED LOCATION AND ALLOW US TO RELOCATE THE STA FACILITY TO THE PERMITTED LOCATION, OR IF WE WILL FILE TO MODIFY THE PERMITS TO THE STA FACILITY

RADIO FREQUENCY RADIATION STUDY AND STATEMENT RADIO FREQUENCY RADIATION STUDY AND STATEMENT
THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY RADIATION EXPOSURE AT GROUND LEVEL IN ACCORDANCE WITH OET BULLETIN NO. 65 EVALUATING COMPLIANCE WITH FCC-SPECIFIED GUIDELINES FOR HUMAN EXPOSURE TO RADIO FREQUENCY RADIATION. THE PROPOSED ANTENNA SYSTEM WILL SERVE AS A MASTER AUXILIARY ANTENNA FOR WJBT(FM), WKSL(FM) AND WWJK(FM) IN A COMBINED OPERATION. THE ANTENNA SYSTEM IS AN EPA TYPE 3, 12-BAY, HALF-WAVE SPACED ROTOTILLER ANTENNA MOUNTED WITH ITS CENTER OF RADIATION 134 METERS ABOVE GROUND LEVEL AND WILL OPERATE WITH A PROPOSED COMBINED EFFECTIVE RADIATED POWER OF 138 KILOWATTS IN BOTH THE HORIZONTAL AND VERTICAL PLANES. AT 2 METERS ABOVE GROUND, AT 511.6 METERS FROM THE BASE OF THE TOWER, THIS PROPOSAL WILL CONTRIBUTE WORST CASE, 1.5 MICROWATTS PER SQUARE CENTIMETER, OR 0.11 PERCENT OF THE ALLOWABLE ANSI LIMIT FOR CONTROLLED EXPOSURE, AND 0.55 PERCENT OF THE ALLOWABLE LIMIT FOR UNCONTROLLED EXPOSURE.
IT IS THEREFORE BELIEVED THAT THIS PROPOSAL IS IN COMPLIANCE WITH OET BULLETIN NO. 65 AS REQUIRED BY THE FEDERAL COMMUNICATIONS COMMISSION. FURTHER, THE APPLICANT WILL SEE THAT SIGNS ARE POSTED IN THE VICINITY OF THE TOWER, WARNING OF POTENTIAL RADIO FREQUENCY HAZARDS AT THE SITE. THE SITE ITSELF IS RESTRICTED FROM PUBLIC ACCESS. THE APPLICANT WILL COOPERATE WITH OTHER USERS OF THE TOWER TO REDUCE POWER OF THE FACILITY, OR DISCONTINUE OPERATIONS, AS NECESSARY TO LIMIT HUMAN EXPOSURE TO LEVELS LESS THAN SPECIFIED BY THE FEDERAL COMMUNICATIONS COMMISSION SHOULD ANYONE BE REQUIRED TO CLIMB THE TOWER FOR MAINTENANCE OR INSPECTION.
