BASIS FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY

AS QUALITY BROADCASTING CORPORATION REPORTED TO THE FCC IN ITS ORIGINAL APPLICATION FOR SPECIAL TEMPORARY AUTHORITY TO OPERATE RADIO STATION KFTX FROM INTERIM FACILITIES (FCC FILE NO. 20200508AAA, INCORPORATED HEREIN BY THIS REFERENCE), THE STRUCTURE THAT HAD BEEN EMPLOYED TO SUPPORT THE FM BROADCAST ANTENNA OF KFTX FOR MANY YEARS COLLAPSED IN SEVERE WEATHER ON APRIL 29, 2020. IN ORDER TO RESTORE SERVICE TO THE PUBLIC AS QUICKLY AS POSSIBLE, KFTX ARRANGED FOR TEMPORARY PLACEMENT OF THE STATION'S ANTENNA ON A TOWER OWNED BY AMERICAN TOWER NEAR NEAR ROBSTOWN, TEXAS, APPROXIMATELY A MILE NORTH OF THE LICENSED COORDINATES OF KFTX.

THE TEMPORARY KFTX ANTENNA WAS MOUNTED ON THE AMERICAN TOWER STRUCTURE AT A LOWER HEIGHT ABOVE AVERAGE TERRAIN THAN THE LICENSED HAAT OF KFTX, SUCH THAT NO EXPANSION OF COVERAGE CONTOURS BEYOND THOSE OF THE LICENSED FACILITY OCCURRED. SUBSEQUENTLY, THE LICENSEE EXPLORED ALTERNATIVES FOR A NEW PERMANENT LOCATION FOR THE STATION, AND HAS DECIDED TO REMAIN AT THE STA SITE, BUT USING A TALLER TOWER ON THAT SPOT.

EFFORTS TO CONVERT THE STA FACILITY FOR USE BY KFTX AS A PERMANENT FACILITY THROUGH CONSTRUCTION OF A NEW, MORE COMMODIOUS TRANSMITTER BUILDING AND AN INCREASE IN THE HEIGHT OF THE ATC TOWER HAVE PROCEEDED IN RECENT MONTHS NOTWITHSTANDING THE DISRUPTIONS OCCASIONED BY THE PANDEMIC. TWO OTHER BROADCAST STATIONS (KPLV AND KLUX) ALSO HAD THEIR BROADCAST TRANSMITTING ANTENNAE ON THE SAME TOWER AS THAT OF KFTX. THEY WERE LIKEWISE GRANTED TEMPORARY AUTHORITY TO RELOCATE ON THE ATC TOWER, AND ARE COOPERATING IN THIS PROJECT. AS THEY HAVE REPORTED IN THEIR OWN EXTENSION APPLICATIONS, DESIGN WORK HAS MOVED FORWARD WITH RESPECT TO THE NEW STRUCTURE.

IT IS ANTICIPATED THAT CONSTRUCTION OF THE NEEDED NEW TRANSMITTER BUILDING WILL START IMMINENTLY, TO BE FOLLOWED BY THE SUBMISSION OF AN APPLICATION FOR A CONSTRUCTION PERMIT FOR USE OF THE NEW, TALLER ATC TOWER, AND FINALLY BY CONSTRUCTION OF THE NEW, TALLER TOWER, DUE TO COMMENCE THIS COMING WINTER.
