Description:
EXTRAORDINARY CIRCUMSTANCE

AS PREVIOUSLY REPORTED, COMMUNITY BROADCASTERS, LLC ('LICENSEE'), ACQUIRED WQKI-FM, ORANGEBURG, SC (FIN 6484) ('WQKI-FM'), ON JANUARY 7, 2016. SEE FILE NO. BALH-20150910ACU. WQKI-FM, HOWEVER, HAS BEEN OPERATING PURSUANT TO SPECIAL TEMPORARY AUTHORITY ('STA') SINCE 2009 TO OPERATE AT VARIANCE FROM ITS LICENSED FACILITIES. SEE FILE NO. BSTA-20090826AAG (AS EXTENDED).

LICENSEE RESPECTFULLY REQUESTS A FURTHER EXTENSION OF ITS STA TO OPERATE WQKI-FM WHILE IT CONTINUES ITS EFFORTS TO CONSTRUCT ITS FACILITIES PURSUANT TO ITS CONSTRUCTION PERMIT (SEE FILE NO. BPH-20181017AAQ).

THE ONGOING COVID-19 PANDEMIC CONTINUES TO IMPEDE AND DELAY LICENSEE'S ABILITY TO CONSTRUCT THE FACILITIES AS AUTHORIZED BY ITS CONSTRUCTION PERMIT. ALTHOUGH LICENSEE IS DILIGENTLY WORKING TO COMPLETE THE BUILDOUT OF ITS AUTHORIZED FACILITIES, IT ANTICIPATES THAT THE ONGOING PANDEMIC WILL CONTINUE TO CAUSE EQUIPMENT INSTALLATION DELAYS. THUS, LICENSEE RESPECTFULLY REQUESTS THIS STA EXTENSION.
