EXHIBIT A.

ACCORDING TO THE TERMS SET FORTH IN THE CONSTRUCTION PERMIT, WKWC STILL NEEDS TO COMPLETE A SECOND SET OF FIELD STRENGTH MEASUREMENTS BEFORE PROGRAM TEST AUTHORITY CAN TAKE PLACE. THESE MEASUREMENTS ARE IN THE PROCESS OF BEING COMPLETED AND WILL BE FINISHED BY THE FIRST OF MAY, 2002. THERE ARE A NUMBER OF CIRCUMSTANCES THAT HAVE PREVENTED WKWC FROM COMPLETING THESE TESTS.

IN THE SPRING OF 1999, WKWC-FM, THE PUBLIC RADIO SERVICE OF KENTUCKY WESLEYAN COLLEGE, APPLIED FOR A CONSTRUCTION PERMIT TO RELOCATE THE TRANSMITTER AND TOWER TO A NEW SITE ON THE CAMPUS. THE CONSTRUCTION PERMIT WAS APPROVED IN APRIL 1999 WITH THE STIPULATION THAT MEASUREMENTS BE MADE TO ASSURE THE RELOCATION OF THE TOWER WOULD NOT INTERFERE WITH THE TRANSMISSION OF WOMI-AM LOCATED ACROSS THE STREET FROM CAMPUS. DURING THE SUMMER AND FALL FIELD STRENGTH MEASUREMENT WERE TAKEN BEFORE THE TOWER WAS RELOCATED. DUE TO SCHEDULING CONFLICTS AND WEATHER PROBLEMS THE TOWER WAS NOT SCHEDULED TO BE MOVED UNTIL DECEMBER 11, 1999.

BEFORE THE MOVE COULD BE MADE, THE TRANSMITTER BLEW A CAPACITOR AND WHEN OFF THE AIR ON THURSDAY, DECEMBER 2, 1999. THE CONTRACT ENGINEER WAS CONTACTED AND COULD NOT WORK ON THE PROBLEM UNTIL FRIDAY DECEMBER 3, 1999. REPLACEMENT PARTS WERE ORDERED LATER THAT DAY, BUT WERE NOT SHIPPED UNTIL MONDAY AND WERE NOT RECEIVED UNTIL WEDNESDAY. THE WRONG PART WAS SENT, SO THE TRANSMITTER WAS NOT REPAIRED BUT THE ENGINEER WAS INSTRUCTED BY THE TRANSMITTER MANUFACTURER ON HOW TO TEST THE TRANSMITTER TO MAKE SURE IT WAS OPERATIONAL. ON THURSDAY DECEMBER 9, 1999, THE TRANSMITTER WAS MOVED TO THE NEW LOCATION.

ON SATURDAY, DECEMBER 11, 1999, THE TOWER WAS DISASSEMBLED, MOVED TO THE NEW SITE, AND REASSEMBLED. AT THIS TIME, THE TRANSMISSION LINE WAS CONNECTED AND RUN INTO THE BUILDING. DURING THE WEEK OF DECEMBER 13, THE ELECTRICAL SERVICE WAS SET UP FOR THE TRANSMITTER. THE NEXT WEEK, THE METAL WORK WAS COMPLETED FOR THE PROPER VENTILATION OF THE TRANSMITTER.

BECAUSE THE CONTRACT ENGINEER SERVES SEVERAL OTHER STATIONS, HE COULD NOT FINISH HOOKING UP THE TRANSMITTER UNTIL DECEMBER 31, 1999. AT THAT TIME, HE WAS UNABLE TO BRING THE TRANSMITTER ON LINE AND WAS SCHEDULED TO RETURN ON TUESDAY JANUARY 4, 2000 TO COMPLETE THE JOB. UNFORTUNATELY, AT 4:05 P. M. ON MONDAY JANUARY 3, 2000 AT TORNADO HIT OWENSBORO AND KNOCKED THE TOWER DOWN AND DESTROYED THE ANTENNA. ALTHOUGH THE TRANSMITTER WAS UNHARMED, THE TOWER, ANTENNA AND THE TRANSMISSION LINE WERE A TOTAL LOSS.

THE CAMPUS WAS ALSO VERY HARD HIT WITH AN ESTIMATED $5 MILLION IN DAMAGES. THE TORNADO OCCURRED ONE WEEK BEFORE CLASSES WERE TO RESUME IN THE SPRING. THE MAIN CONCERN ON CAMPUS WAS STUDENT SAFETY AND TO MEET THE NEEDS OF THE INCOMING STUDENTS. AS A RESULT, ANY REPLACEMENT OF THE RADIO TOWER WAS DELAYED. BECAUSE OF CONFLICTS WITH THE INSURANCE COMPANY, THE SITE WAS NOT INSPECTED UNTIL JANUARY 28, 2000. THE INSURANCE WAS NOT SETTLED UNTIL JUNE, 2000.

A NEW TOWER AND ANTENNA (HARRIS SKM-4E IS THE REPLACEMENT OF THE FLM 4-E) WERE ORDERED, DELIVERED AND ERECTED DURING THE SUMMER OF 2000. IN AUGUST 2000, THE TRANSMITTER WAS HOOKED UP AND REPAIRS WERE NECESSARY TO MAKE IT OPERATIONAL. THE STATION RETURNED TO THE AIR ON AUGUST 22, 2000. THE REQUEST FOR PROGRAM AUTHORITY WAS NOT REQUESTED AT THAT TIME BECAUSE THE CONTRACT ENGINEER IN EFFECT, QUIT SERVICING THE STATION, BUT DID NOT INFORM THE MANAGEMENT THAT PROGRAM TEST AUTHORITY WAS REQUIRED FOR OPERATION. AFTER OVER A YEAR OF CONTACTING THE ENGINEER, HE FINALLY SUGGESTED ANOTHER CONTRACT ENGINEER TO COMPLETE THE CONSTRUCTION PERMIT. AGAIN, THIS ENGINEER DID NOT TAKE THE NECESSARY STEPS TO COMPLETE THE CONSTRUCTION PERMIT. THIS TOOK ANOTHER YEAR TO SORT OUT THESE PROBLEMS.

THE CURRENT CONTRACT ENGINEER CONTACTED BRIAN BUTLER ON THE FCC MASS MEDIA DIVISION ABOUT THE PROPER PROCEDURE TO MAKE THE STATION COMPLIANT. HE INSTRUCTED THE STATION MANAGEMENT TO FILE THE FCC 302-FM REQUEST FOR OPERATION IMMEDIATELY AND TO COMPLETE THE FIELD STRENGTH MEASUREMENTS AS SOON AS POSSIBLE. THE LOCAL AM, WOMI, HAS BEEN CONTACTED ABOUT THE SITUATION AND IS WORKING WITH US TO COMPLETE THE PROCESS.

EQUIPMENT USED FOR MONITOR POINTS-POTOMAC TYPE FIM-41

WKWC-FM OWENSBORO FILED AN APPLICATION TO MOVE ITS TOWER IN 1999. IN PURSUANT TO SEC. 73.1692, WKWC PERFORMED A SET OF MONITOR POINTS FOR WOMI-AM. THIS WAS TO ENSURE THE RELOCATION OF THE TOWER WOULD NOT AFFECT THE RADIATION PATTERN OF WOMI-AM.   TEN POINTS ALONG EIGHT RADIALS FROM WOMI-AM'S TOWER WERE MEASURED BEFORE AND AFTER THE RELOCATION OF WKWC TOWER. THE FIRST SET MONITOR POINTS WERE PERFORMED BETWEEN AUGUST AND OCTOBER OF 1999. THE SECOND SET OF MONITOR POINTS WERE PERFORMED IN MAY 2002. THE LONG LAPSE OF DATES BETWEEN THE FIRST AND SECOND SET OF MONITOR POINTS IS DUE TO CIRCUMSTANCES DISCUSSED IN A LETTER TO THE FCC ON APRIL 9, 2002. THIS WAS FILED WITH FORM FCC-302FM. THE DIFFERENCE BETWEEN THE 1999 MONITOR POINTS AND THE 2002 MONITOR POINTS IS -1.54 PERCENT. AFTER CONSULTING WITH THE CHIEF ENGINEER OF WOMI, WE'VE DETERMINED THE MOVEMENT OF WKWC-FM'S TOWER OVERALL HAD LITTLE IF ANY EFFECT ON THE RADIATION PATTERN OF WOMI-AM. THUS A TOWER DETUNING KIT ISN'T NECESSARY.
