FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

RESPONSIBILITY FOR IMPLEMENTATION

B)OPTION (4). PARTICIPATION IN AT LEAST FOUR EVENTS SPONSORED BY COMMUNITY GROUPS ACTIVE IN BROADCASTING EMPLOYMENT ISSUES, INCLUDING CONVENTIONS, CAREER DAYS, WORKSHOPS AND SIMILAR ACTIVITIES.

WAEL INC.'S INTERNSHIP PROGRAM HAS BEEN ESTABLISHED FOR A NUMBER OF YEARS AND CONTINUES ON A YEAR ROUND BASIS. CURRENT INTERNS ARE RECEIVING TRAINING AND EXPERIENCE IN VARIOUS AREAS OF BROADCASTING INCLUDING NEWS, PROGRAMMING, PRODUCTION, PROMOTION, EVENTS AND SALES. DURING THE PAST YEAR SEVEN (7) PERSONS TOOK ADVANTAGE OF OUR PROGRAM.

D)OPTION (8). THE ESTABLISHMENT OF TRAINING PROGRAMS DESIGNED TO ENABLE EMPLOYMENT UNIT PERSONNEL TO ACQUIRE SKILLS THAT COULD QUALIFY THEM FOR HIGHER LEVEL POSITIONS.
EMPLOYEES PARTICIPATE IN ONGOING JOB TRAINING. SOME EMPLOYEES ATTEND SEMINARS, WORKSHOPS AND CONFERENCES TO FURTHER DEVELOP THE SKILLS NEEDED FOR THEIR POSITION AND TO ENABLE THEM TO PERFORM OTHER JOBS OF INTEREST. ON DECEMBER, 2002 ALL SALES DEPARTMENT PERSONNEL ATTENDED A SEMINAR GIVEN BY RAMON PADILLA, FROM ARBITRON. ON MAY 2003, ANGEL PEREZ, SALES REPRESENTATIVE, ATTENDED A SALES SEMINAR GIVEN BY MR. JEFFREY HEDQUIST DURING THE ANNUAL CONVENTION OF THE PUERTO RICO BROADCASTERS ASSOCIATION. ALSO ON APRIL, 2003 VANESSA JIMENEZ, SALES REPRESENTATIVE ATTENDED A SEMINAR ABOUT RADIO MARKETING IN THE CARIBE HILTON SPONSORED BY THE PUERTO RICO BROADCASTERS ASSOCIATION. MORE TRAINING INVOLVING OTHER PERSONNEL IS PLANNED.

D)OPTION (9). THE ESTABLISHMENT OF MENTORING PROGRAMS DESIGNED TO ENABLE EMPLOYMENT UNIT PERSONNEL TO ACQUIRE SKILLS THAT COULD QUALIFY HEM FOR HIGHER LEVEL POSITIONS.
FROM TIME TO TIME OUTSTANDING EMPLOYEES ARE SELECTED TO TAKE PART IN A MENTORING PROGRAM IN ORDER TO IMPROVE THEIR CHANCES OF PROMOTION WITHIN THE COMPANY. DURING THIS REPORTING PERIOD THERE WAS ONE ACTIVE MENTORING ASSIGNMENT, IN THE ACCOUNTING AND TRAFFIC DEPARTMENTS. MS. LYDIA VARGAS WAS TRAINED IN THE OFFICE OF CPA LOURDES DIAS & ASSOCIATES BY ACCOUNTANT ZAIDA HERNANDEZ IN BOOKKEEPING, PAYROLL AND TAXES, AND BY MARIA PIRALLO IN THE TRAFFIC DEPARTMENT.

E)OPTION (10). PARTICIPATION IN AT LEAST FOUR EVENTS OR PROGRAMS RELATED TO CAREER OPPORTUNITIES IN BROADCASTING SPONSORED BY EDUCATIONAL INSTITUTIONS.

1.ON MAY 2, 2003, MARIA PIRALLO, PRESIDENT & GENERAL MANAGER AND LUIS PIRALLO VP & PROGRAM DIRECTOR ATTENDED A SEMINAR ON EQUAL EMPLOYMENT OPPORTUNITY RULES AND POLICIES FOR BROADCASTERS. THIS SEMINAR WAS PRESENTED BY THE PUERTO RICO BROADCASTERS ASSOCIATION AND WAS GIVEN BY MS. LILIANA E. WARD AN ATTORNEY AT FLETCHER, HEALD AND HILDRETH, P. L. C. AN EQUAL OPPORTUNITY EMPLOYMENT SPECIALIST. THE SEMINAR COVERED A WIDE RANGE OF EQUAL OPPORTUNITY AND ANTI DISCRIMINATION RECRUITING AND HIRING METHODS, OUTREACH IDEAS, METHODS AND CONTACTS, AND GENERAL RECRUITMENT RULES. IN ADDITION, THE NEW FCC EEO RULES AND POLICIES WERE PRESENTED AND DISCUSSED. THIS PORTION OF THE SEMINAR COVERED THE WRITING OF THE EEO PROGRAM, THE THREE OUTREACH PRONGS, AND THE RECORD KEEPING REQUIREMENTS, AND THE REPORTING AND FILLING REQUIREMENTS.
2.ON AUGUST 3, 2003, MARIA PIRALLO PRESIDENT & GENERAL MANAGER ATTENDED THE SEMINAR, RENEWAL OF LICENSE FOR BROADCAST STATIONS, GIVEN BY FRANCISCO MONTERO, ATTORNEY AND LILIANA E. II.NARRATIVE STATEMENT
THE STATIONS ARE EQUAL OPPORTUNITY EMPLOYERS AND, UNDER THEIR CURRENT OWNERS, HAVE FOLLOWED A CONSISTENT PRACTICE OF OUTREACH TO THEIR COMMUNITY AND WORK FORCE REGARDING BROADCAST CAREER AND JOB OPPORTUNITIES. AS OF MARCH 10, 2003, THE EFFECTIVE DATE OF THE FCC'S NEW EEO RULES, THE STATIONS ARE CONTINUING THOSE EEO EFFORTS.

BROAD AND INCLUSIVE OUTREACH HAS BEEN ACHIEVED DURING THE REPORTING PERIOD. FIRST BY INFORMING EMPLOYEES AND RECOGNIZED EMPLOYEE ORGANIZATIONS OF THE STATION EEO POLICY AND PROGRAM, AND MAKING SURE ALL LEVELS OF MANAGEMENT AND EMPLOYMENT UNIT PERSONNEL UNDERSTAND OUR EEO POLICY, THUS ENSURING EQUAL EMPLOYMENT OPPORTUNITIES AND PREVENTING DISCRIMINATION.

EVEN THOUGH THERE WAS NO HIRING OF FULL TIME PERSONNEL DURING THE PERIOD, A SYSTEM BY WHICH WE CAN WIDELY DISSEMINATE INFORMATION CONCERNING EACH FULL TIME JOB VACANCY WAS ESTABLISHED. VACANCIES WILL BE POSTED WITHIN THE STATION AND ON THE STATION'S WEB PAGE, SENT TO RELEVANT TRADE PERIODICALS, LOCAL NEWSPAPERS, AND OTHER ORGANIZATIONS IN ORDER TO ASSURE THE GREATEST NUMBER OF PEOPLE CAN BE MADE AWARE OF SUCH OPENINGS.

CONTACTED AND ESTABLISHED RELATIONSHIPS WITH COMMUNITY GROUPS AND ORGANIZATIONS THAT DISTRIBUTE EMPLOYMENT OPPORTUNITIES TO JOB SEEKERS OR REFERS JOB SEEKERS TO POTENTIAL EMPLOYEES. CREATED AND MAINTAINED A MASTER RECRUITMENT SOURCE LIST AND EXPECT THE LIST OF ORGANIZATIONS WISHING TO RECEIVE NOTIFICATION OF JOB OPENINGS TO GROW NEXT YEAR.

OTHER LONG-TERM RECRUITMENT INITIATIVES PERFORMED DURING THIS PERIOD WERE:
THE HOSTING BY MANAGEMENT LEVEL PERSONNEL IN A JOB FAIR. A TRAINING PROGRAM THROUGH WHICH WE HAVE SENT VARIOUS EMPLOYEES TO SALES SEMINARS, TECHNICAL WORKSHOPS, AND OTHER CLASSES THAT WILL ENABLE THIS PERSONNEL TO ACQUIRE SKILLS THAT COULD QUALIFY THEM FOR HIGHER LEVEL POSITIONS. THERE IS ONE ACTIVE MENTORING ASSIGNMENT OF A FEMALE EMPLOYEE IN THE BOOKKEEPING AND TRAFFIC AREA.. MANAGEMENT LEVEL PERSONNEL WERE TRAINED ON METHODS OF ENSURING EQUAL EMPLOYMENT OPPORTUNITIES AND PREVENTING DISCRIMINATION. FINALLY, THE STATIONS HAVE ENGAGED IN A VARIETY OF RECRUITMENT INITIATIVES TO BETTER EDUCATE THE PUBLIC ABOUT CAREERS IN BROADCASTING AND BETTER PREPARE INTERESTED STUDENTS AND OTHERS TO ENTER OR ADVANCE IN SUCH CAREERS. ONE OF THESE IS OUR INTERNSHIP PROGRAM THAT HAS BEEN IN EFFECT FOR OVER TWENTY YEARS. WE HAVE ALSO HOSTED CAREER DAYS.
