STATION WQTO-DT IS IN THE FINAL STAGES OF CONSTRUCTION. SISTEMA UNIVERSITARIO ANA G. MENDEZ, INC. ('MENDEZ') HAS COMPLETED THE WQTO-DT TRANSMISSION FACILITIES AND ANTICIPATES COMPLETION OF THE DTV MASTER CONTROL FACILITIES SOON, SUCH THAT THE STATION WILL BE OPERATIONAL AND BROADCASTING A REGULAR SCHEDULE BEFORE THE CURRENT DTV PERMIT EXPIRES ON SEPTEMBER 15, 2005. HOWEVER, OUT OF AN ABUNDANCE OF CAUTION, MENDEZ RESPECTFULLY REQUESTS AN ADDITIONAL EXTENSION OF THE WQTO-DT CONSTRUCTION PERMIT IN CASE ANY LAST-MINUTE DIFFICULTIES WITH MASTER CONTROL CAUSE MENDEZ TO MISS THE DEADLINE.

IN ITS FIFTH REPORT AND ORDER ON DTV CONVERSION, THE COMMISSION RECOGNIZED THAT NONCOMMERCIAL STATIONS, AS A GROUP, MAY HAVE MORE DIFFICULTY WITH THE TRANSITION TO DTV THAN COMMERCIAL STATIONS, AND CONCLUDED THEREFORE THAT NONCOMMERCIAL STATIONS NEED AND WARRANT SPECIAL RELIEF TO ASSIST THEM IN THE TRANSITION. ADVANCED TELEVISION SYSTEMS AND THEIR IMPACT UPON THE EXISTING TELEVISION BROADCAST SERVICE, FIFTH REPORT AND ORDER, 12 FCC RCD 12809, 12847-48, 93 (1997). DESPITE MANY CHALLENGES, MENDEZ IS VERY NEAR COMPLETION OF THE WQTO-DT PROJECT. ACCORDINGLY, MENDEZ RESPECTFULLY REQUESTS AN EXTENSION OF THE CONSTRUCTION DEADLINE FOR WQTO-DT.
