EXHIBIT 1 - JUSTIFICATION FOR GOING SILENT

THIS APPLICATION IS FILED (1) TO NOTIFY THE FCC THAT WPLG-DT, MIAMI, FL, IS TEMPORARILY OFF THE AIR; AND (2) TO SEEK SPECIAL TEMPORARY AUTHORITY (STA) TO REMAIN SILENT FOR 90 DAYS OR UNTIL NORMAL POWER IS RESTORED IN THE MIAMI AREA, WHICHEVER IS SOONER. ON MONDAY, OCTOBER 24, 2005, WPLG LOST POWER TO BOTH ITS ANALOG AND DIGITAL SIGNALS WHEN HURRICANE WILMA SWEPT THROUGH SOUTH FLORIDA. IN ORDER TO CONSERVE FUEL, THE LICENSEE SHUT DOWN WPLG-DT WHEN IT SWITCHED TO ITS GENERATOR TO MAINTAIN OVER-THE-AIR SERVICE ON WPLG. ON THURSDAY MORNING AT 12:23 AM, THE MAIN GENERATOR FAILED AND THE LICENSEE WAS FORCED TO SWITCH TO A BACK-UP GENERATOR TO MAINTAIN SERVICE ON THE ANALOG STATION. THE BACK-UP GENERATOR IS NOT CAPABLE OF PROVIDING POWER TO BOTH THE ANALOG AND DIGITAL TRANSMITTERS. GIVEN THE PROBLEMS RELATED TO ITS GENERATORS AND THE ON-GOING NEED TO CONSERVE FUEL, LICENSEE MAY NOT BE ABLE TO RESUME OPERATION OF WPLG-DT UNTIL NORMAL POWER IS RESTORED IN THE WHOLE SOUTH FLORIDA REGION. AT THE PRESENT TIME, LOCAL AUTHORITIES INDICATE THAT THE PROCESS OF RESTORING POWER MAY TAKE SEVERAL WEEKS. ACCORDINGLY, THE LICENSEE RESPECTFULLY REQUESTS STA FOR WPLG-DT TO REMAIN SILENT UNTIL A RELIABLE SOURCE OF POWER IS AVAILABLE.
