Description: EXTRAORDINARY CIRCUMSTANCES WARRANTING GRANT OF SPECIAL TEMPORARY AUTHORITY
PURSUANT TO SECTION 73.1635(A)(4) OF THE COMMISSIONS RULES, REDWOOD EMPIRE PUBLIC TELEVISION, PERMITTEE OF NONCOMMERCIAL PUBLIC TELEVISION STATION KEET-DT ('KEET'), REQUESTS THE COMMISSION TO GRANT AN EXTENSION OF ITS CURRENT SPECIAL TEMPORARY AUTHORIZATION (SEE FCC FILE NO. BDSTA-20060627AEP) ('STA') TO PERMIT KEET TO CONDUCT DIGITAL OPERATIONS ON KEET-DT AT REDUCED POWER, PURSUANT TO THE PROCEDURES ESTABLISHED IN PARAGRAPHS 34 THROUGH 36 OF THE COMMISSION'S MEMORANDUM OPINION AND ORDER ON RECONSIDERATION IN MM DOCKET NO. 00-39, REVIEW OF THE COMMISSION'S RULES AND POLICIES AFFECTING THE CONVERSION TO DIGITAL TELEVISION, 16 FCC RCD 20594 (2001).
THE STA THAT IS THE SUBJECT OF THIS EXTENSION REQUEST REPLACED AN ORIGINAL SPECIAL TEMPORARY AUTHORIZATION THAT EXPIRED THROUGH INADVERTENCE. (SEE FCC FILE NO. BDSTA-20030327AIK). THAT ORIGINAL SPECIAL TEMPORARY AUTHORIZATION PROVIDED THAT ANY DTV CONSTRUCTION PERMIT ISSUED TO KEET IS AUTOMATICALLY EXTENDED UNTIL FURTHER NOTICE. ACCORDINGLY, KEET REQUESTS THAT THIS STA EXTENSION LIKEWISE BE DEEMED TO AUTOMATICALLY EXTEND KEET'S CURRENT CONSTRUCTION PERMIT UNTIL FURTHER NOTICE.
KEET CONCURRENTLY IS FILING A REQUEST FOR A WAIVER OF THE JULY 7, 2006, DTV REPLICATION/MAXIMIZATION DEADLINE. THE WAIVER REQUEST EXPLAINS THAT KEET IS WAITING FOR AWARD OF A FEDERAL GRANT DESIGNED TO ASSIST PUBLIC TELEVISION STATIONS LIKE KEET WITH THEIR TRANSITIONS TO FULL DIGITAL OPERATION. (SEE LETTER FROM MARGARET L. TOBEY AND WILLIAM C. BECKWITH TO MARLENE H. DORTCH DATED JULY 6, 2007 (MB DKT NO. 03-15)).
