THE STANLEY S. HUBBARD REVOCABLE TRUST (THE TRUST), PERMITTEE OF DIGITAL TELEVISION STATION KOBR-DT, ROSWELL, NEW MEXICO (KOBR), HEREBY REQUESTS AN EXTENSION OF THE SPECIAL TEMPORARY AUTHORITY (STA) GRANTED TO THE TRUST ON MAY 17, 2006 (SEE FCC FILE NO. BEDSTA-20060515ABM). THE TRUST IS OPERATING KOBR PURSUANT TO THE PARAMETERS SET FORTH IN THE STA. THE STATION HAS BEEN ON THE AIR SINCE MARCH 2002, FOLLOWING GRANT OF THE ORIGINAL STA ON MARCH 7, 2002. SEE FCC FILE NO. BDSTA-20020211ABM. THE STA HAS BEEN EXTENDED PERIODICALLY SINCE THAT TIME, AND THE EXISTING STA WILL EXPIRE ON NOVEMBER 17, 2006.
BECAUSE KOBR IS A SATELLITE STATION, IT WAS NOT SUBJECT TO THE JULY 1, 2005 OR JULY 1, 2006 MAXIMIZATION/REPLICATION DEADLINES. ACCORDINGLY, THE TRUST RESPECTFULLY REQUESTS A SIX-MONTH EXTENSION OF THE STA EXPIRATION DATE.
NO CHANGES TO THE OPERATING PARAMETERS SET FORTH IN THE ORIGINAL STA ARE PROPOSED. KOBR WILL CONTINUE TO AFFORD THE REQUISITE COVERAGE TO THE CITY OF LICENSE WITH THE FACILITIES AUTHORIZED IN THE ORIGINAL STA. IN ADDITION, THE STATION WILL CONTINUE TO COMPLY WITH THE COMMISSIONS RADIO FREQUENCY RADIATION RULES, 47 C.F.R. 1.1307(B). FINALLY, THE TRUST SUBMITS THAT AN EXTENSION OF THE STA WILL SERVE THE PUBLIC INTEREST BECAUSE IT WILL ALLOW THE STATION TO CONTINUE TO PROVIDE IMPORTANT DIGITAL TELEVISION SERVICES TO THE ROSWELL, NEW MEXICO COMMUNITY.
