SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

(5) Licensee/Permittee has filed an application with the FCC requesting approval to terminate its analog service prior to the transition date. If checked, indicate relevant FCC File No. and proposed date service will cease.

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. A NEW DIELECTRIC TW-9B13-R ANTENNA WAS ORDERED ON SEPTEMBER 12, 2007 TO REPLACE THE OLD BATWING TYPE CHANNEL 13 ANTENNA AND IS SCHEDULED FOR MAY, 2008 DELIVERY. ANTENNA REPLACEMENT WORK WILL BEGIN IMMEDIATELY AND INCLUDES STRUCTURAL TOWER REINFORCING WORK. ANTENNA INSTALLATION AND TESTING IS SCHEDULED FOR COMPLETION BY DECEMBER 31, 2008.

A NEW HARRIS PTCD5P1 ATSC CHANNEL 13 TRANSMITTER WAS ORDERED ON SEPTEMBER 26, 2007 AND IS SCHEDULED FOR MAY, 2008 DELIVERY. FINAL TRANSMITTER INSTALLATION AND TESTING IS SCHEDULED FOR COMPLETION BY FEBRUARY 17, 2009.

Description: ANALOG SERVICE

ANALOG SERVICE WILL CONTINUE UNTIL THE TRANSITION DATE FOR MUCH OF THE COVERAGE AREA. PHYSICAL CUTOVER TO THE NEW DIGITAL TRANSMITTER WILL RESULT IN A SCHEDULED OUTAGE FOR THE DAY PRECEDING THE TRANSITION DATE. THE NEW VHF REPLACEMENT ANTENNA HAS REDUCED GAIN THAT WILL RESULT IN A 30% REDUCTION IN ANALOG EFFECTIVE RADIATED POWER (ERP). LICENSEE SHALL FILE FOR STA APPROVAL 90 DAYS DAYS PRIOR TO SCHEDULED ANTENNA REPLACEMENT TO OPERATE AT THIS REDUCED ERP LEVEL UNTIL THE TRANSITION DATE.

Description: TRANSITION PLAN

THE FINAL TRANSITION INCLUDES REPLACEMENT OF THE VHF TOP-MOUNTED ANTENNA AND INSTALLATION OF A NEW VHF DIGITAL TRANSMITTER. THE REPLACEMENT ANTENNA IS SCHEDULED FOR MAY, 2008 DELIVERY AND INSTALLATION WILL BE COMPLETED BY DECEMBER 31, 2008. THE NEW DIGITAL TRANSMITTER HAS BEEN ORDERED AND IS SCHEDULED FOR MAY, 2008 DELIVERY. TRANSMITTER INSTALLATION AND TESTING WILL BE COMPLETED NO LATER THAN JANUARY 31, 2009 AND THE FINAL TRANSMITTER CUTOVER WILL OCCUR ON FEBRUARY 16, 2009, AT WHICH TIME ANALOG SERVICE WILL BE DISCONTINUED.

ON OCTOBER 26, 2007, PPB FILED A PETITION FOR RECONSIDERATION IN MB DOCKET NO. 87-268 PROPOSING CHANGES TO KFME-DT'S ALLOTMENT IN THE FINAL DTV TABLE OF ALLOTMENTS, AS FOLLOWS:
