SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. TO COMPLETE CONSTRUCTION OF ITS POST-TRANSITION DTV FACILITIES ON ITS CURRENT ANALOG CHANNEL 11, KRII MUST MAKE ADJUSTMENTS TO ITS ANALOG TRANSMITTER. SPECIFICALLY, KRII MUST (I) ADD A DIGITAL CONTROL CABINENT WITH AN EXCITER TO ITS CURRENT TRANSMITTER AND (II) CONVERT A PORTION OF THE EXISTING AMPLIFIER MODULES TO DIGITAL. KRII IS WORKING WITH HARRIS CORPORATION TO ORDER THE EQUIPMENT NECESSARY TO COMPLETE THESE ADJUSTMENTS BY FEBRUARY 28, 2008. KRII ANTICIPATES THAT IT WILL RECEIVE THE NECESSARY EQUIPMENT BY JUNE 26, 2008, AND WILL COMPLETE INSTALLATION BY SEPTEMBER 25, 2008.

KRII WILL BE OPERATING ITS POST-TRANSITION DTV FACILITIES ON CHANNEL 11, ITS CURRENT ANALOG CHANNEL. AS EXPLAINED IN EXHIBIT 2, KRII MUST CONVERT A PORTION OF ITS EXISTING AMPLIFIER MODULES FROM ANALOG TO DIGITAL. THE CONVERSION PROCESS WILL REQUIRE A REDUCTION IN KRII'S ANALOG POWER TO 40%. KRII ANTICIPATES THAT IT WILL COMMENCE THE CONVERSION PROCESS, AND THUS NEED TO OPERATE ITS ANALOG FACILITIES AT REDUCED POWER, IN SEPTEMBER 2008. KRII WILL OPERATE SUCH REDUCED POWER ANALOG FACILITIES UNTIL THE END OF THE DTV TRANSITION.

KRII HAS NOT YET FILED A REQUEST FOR SPECIAL TEMPORARY AUTHORITY TO OPERATE REDUCED POWER ANALOG FACILITIES; HOWEVER, BECAUSE SECTION V OF FCC FORM 387 DOES NOT INCLUDE A RESPONSE FOR STATIONS THAT INTEND TO FILE A REQUEST FOR SPECIAL TEMPORARY AUTHORITY TO OPERATE REDUCED POWER ANALOG FACILITIES, KRII CHECKED OPTION 4. MARCH 29, 2008: ORDER NEW DIGITAL MICROWAVE LINK TO DELIVER AN HD SIGNAL TO KRII.

MAY/JUNE 2008: REQUEST SPECIAL TEMPORARY AUTHORITY TO OPERATE REDUCED POWER ANALOG FACILITIES UNTIL THE END OF THE DTV TRANSITION IN ORDER TO FACILITATE CONSTRUCTION OF KRII'S POST-TRANSITION DTV FACILITIES.

JUNE 26, 2008: ANTICIPATED DELIVERY BY HARRIS CORPORATION OF EQUIPMENT REQUIRED TO ADJUST EXISTING KRII TRANSMITTER AS SET FORTH IN EXHIBIT 2.
