SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. STATUS OF ANALOG SERVICE

IN CERTIFYING THAT WCAX-TV WILL CONTINUE TO PROVIDE FULL, AUTHORIZED ANALOG SERVICE UNTIL THE DTV TRANSITION DEADLINE, THE LICENSEE CLARIFIES ITS UNDERSTANDING THAT, IN ACCORDANCE WITH SECTION 73.1516 OF THE COMMISSION'S RULES AND THE DTV THIRD PERIODIC REPORT AND ORDER, IT MAY REDUCE OR CEASE WCAX-TV'S ANALOG SERVICE FOR A TEMPORARY PERIOD LASTING NO MORE THAN THIRTY DAYS TO FACILITATE CONSTRUCTION OF WCAX-TV'S FINAL POST-TRANSITION DTV FACILITIES. THE LICENSEE ENSURES THAT IT WILL PROVIDE TIMELY NOTIFICATION TO THE COMMISSION OF ANY TEMPORARY REDUCTION OR CESSATION OF ANALOG SERVICE AS REQUIRED BY SECTION 73.1516.

DTV TRANSITION PLAN

IN ORDER TO COMPLETE ITS TRANSITION TO ITS AUTHORIZED POST-TRANSITION FACILITIES, WCAX-DT MUST MODIFY ITS CURRENT DTV TRANSMITTER TO BROADCAST ON CHANNEL 22 RATHER THAN ITS CURRENT CHANNEL 53. BECAUSE IT SHARES MAIN AND AUXILIARY ANTENNAS WITH WPTZ-DT, THE COMBINERS MUST ALSO BE MODIFIED TO ACCOMMODATE CHANNEL 22.

WCAX-DT'S TRANSMITTER WAS DESIGNED TO CONSIST OF TWO BAYS WHICH CAN BE OPERATED INDEPENDENTLY. THE ANTENNA, WHICH IT SHARES THROUGH THE MAIN COMBINER WITH WPTZ-DT, SUPPORTS A SHARED AUXILIARY ANTENNA, WHICH IS FED BY AN AUXILIARY COMBINER.

THE MATERIEL NECESSARY FOR THE MODIFICATIONS, PARTICULARLY THE ELEMENTS OF THE COMBINERS WHICH MUST BE SWAPPED IN, WILL BE DELIVERED TO WCAX'S REMOTE MOUNTAINTOP SITE PRIOR TO THE ONSET OF WINTER IN THE FALL OF 2008. THE PLAN THEN IS TO:

(A) MODIFY ONE HALF OF THE TRANSMITTER (ONE EXCITER, ONE DRIVER AMPLIFIER AND ONE FINAL AMPLIFIER) TO CHANNEL 22 AND INSTALL THE NEW MAIN COMBINER ELEMENT WHILE OPERATING ON CHANNEL 53 WITH THE REMAINING EXCITER, DRIVER AMPLIFIER AND FINAL AMPLIFIER THROUGH THE AUXILIARY CHANNEL 53 COMBINER TO THE AUXILIARY ANTENNA. THIS WILL OCCUR BEGINNING ABOUT FEBRUARY 10, 2009

(B) AT MIDNIGHT ON FEBRUARY 17, 2009, THE AMPLIFIER OPERATING ON CHANNEL 53 THROUGH THE AUXILIARY COMBINER WILL BE SHUT DOWN AND THE PORTION OF THE TRANSMITTER NEWLY CONVERTED TO CHANNEL 22 WILL COMMENCE OPERATION THROUGH THE NEWLY INSTALLED MAIN COMBINER.

(C) SOON AFTER FEBRUARY 18, 2009 THE REMAINING CHANNEL 53 PORTION OF THE TRANSMITTER WILL BE CONVERTED TO CHANNEL 22, THE AUXILIARY COMBINER WILL BE SWAPPED IN, AND FULL POWER OPERATION ON CHANNEL 22 WILL COMMENCE.

(D) DURING (A) ABOVE, WCAX-DT ON CHANNEL 53 WILL OPERATE AT ABOUT HALF POWER. FROM (B) ABOVE THROUGH (C), WCAX-DT WILL OPERATE ON CHANNEL 22 AT ABOUT HALF POWER.

WCAX-DT WILL FILE ALL REQUIRED APPLICATIONS WITH THE COMMISSION AND BROADCAST ALL NECESSARY VIEWER NOTIFICATIONS, AS ESTABLISHED IN PARAGRAPH 80 OF THE REPORT AND ORDER IN THE THIRD PERIODIC REVIEW, MB DOCKET NO. 07-91, CONCERNING ITS PLANS TO OPERATE ITS POST-TRANSITION DIGITAL SERVICE AT REDUCED POWER BRIEFLY TO FACILITATE CONSTRUCTION OF ITS POST-TRANSITION FACILITIES.

WCAX-TV, CHANNEL 3, WILL CEASE OPERATION AT MIDNIGHT ON FEBRUARY 17, 2009.
