SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. TELECINCO, INC. ('TELECINCO'), LICENSEE OF WORA-TV AND PERMITTEE OF WORA-DT, MAYAGUEZ, PUERTO RICO, HEREBY SEEKS TO HAVE THE TECHNICAL SPECIFICATIONS SET FORTH IN APPENDIX B TO THE SEVENTH REPORT AND ORDER IN MB DOCKET 87-268 FOR THE FINAL DTV FACILITIES OF WORA-DT MODIFIED TO CONFORM TO ITS CURRENTLY OUTSTANDING CONSTRUCTION PERMIT, FILE NO. BMPCDT-20061221AAL, AND TO REPORT ON CONSTRUCTION PROGRESS.

THE CONSTRUCTION PERMIT FOR WORA-DT HAS BEEN SLIGHTLY MODIFIED FROM THE DTV CONSTRUCTION PERMIT AS INITIALLY GRANTED DUE TO TECHNICAL ISSUES WHICH PREVENTED CONSTRUCTION OF THE FACILITIES AS INITIALLY AUTHORIZED. TELECINCO FIRST DISCOVERED THAT THE WAY THAT THE AUTHORIZED TOWER WAS CONSTRUCTED MADE IT IMPOSSIBLE TO MOUNT THE ANTENNA AND COMPLETE CONSTRUCTION EXACTLY AS AUTHORIZED. ACCORDINGLY, TELECINCO FILED AN APPLICATION FOR MODIFICATIN OF CONSTRUCTION PERMIT, FILE NO. BMPCDT-20060414AAR, WHICH WAS GRANTED JUNE 26, 2006.

THEREAFTER, AS TELECINCO BEGAN THE CONSTRUCTION PROCESS, A FIELD ANALYSIS OF THE TOWER DETERMINED THAT THE TOWER SPECIFIED IN THE CONSTRUCTION PERMIT WAS NOT STRONG ENOUGH TO SUPPORT THE NEW ANTENNA. IN LIGHT OF THESE CIRCUMSTANCES, TELECINCO WENT AHEAD WITH INSTALLATION OF THE NEW TRANSMITTER TO BE USED IN ITS FULL-POWER OPERATION, BUT IT WAS FORCED TO FILE AN APPLICATION FOR MODIFICATION OF CONSTRUCTION PERMIT TO SPECIFY THE NEARBY ANALOG TOWER. THAT APPLICATION, FILE NO. BMPCDT-20061221AAL, WAS GRANTED ON MARCH 14, 2007. TELECINCO HAS MOVED FORWARD WITH CONSTRUCTION IN ACCORDANCE WITH THE MODIFIED PERMIT, AND IT IS OPTIMISTIC THAT THIS CONSTRUCTION WILL BE COMPLETED IN THE NEAR FUTURE, AS SET FORTH BELOW. IT IS TECHNICALLY IMPOSSIBLE FOR WORA-DT TO CONSTRUCT THE FACILITIES AS INITIALLY AUTHORIZED AND AS SPECIFIED IN APPENDIX B, AND IT INTENDS TO USE THE FACILITIES ATUHORIZED BY ITS MODIFIED CONSTRUCTION PERMIT AS ITS FINAL DTV FACILITIES. IN LIGHT OF THESE CIRCUMSTANCES AND THE MINOR NATURE OF THE MODIFICATIONS APPROVED, TELECINCO RESPECTFULLY REQUESTS THAT THE TECHNICAL SPECIFICATIONS FOR WORA-DT SET FORTH IN APPENDIX B BE MODIFIED TO REFLECT THE FACILITIES AUTHORIZED IN THE STATION'S MODIFIED CONSTRUCTION PERMIT.

TELECINCO ANTICIPATES THAT CONSTRUCTION OF THE AUTHORIZED FACILITIES IS NOW NEARING COMPLETION. THE REMAINING STEPS TO BE TAKEN INCLUDE THE MOUNTING OF THE NEW DTV ANTENNA AND TRANSMISSION LINE. THE ANTENNA WAS DELIVERED TO THE TRANSMITTER SITE ON NOVEMBER 17, 2007. PRIOR TO THAT TIME, IT WAS TELECINCO'S UNDERSTANDING FROM THE CRANE OPERATOR WHICH IT HAD CONTACTED, THAT THE INSTALLATION COULD BE ACCOMPLISHED QUICKLY WITH THE USE OF A RELATIVELY SMALL CRANE THAT WOULD FIT ON THE TRANSMITTER SITE. ON NOVEMBER 16, 2007, HOWEVER, TELECINCO LEARNED THAT A LARGER CRANE WOULD BE REQUIRED, AND THE USE OF THAT CRANE WOULD IN TURN REQUIRE THE CLEARING OF AN ADDITIONAL 20 FEET OF FOREST AND THE WIDENING OF THE ACCESS ROAD. AFTER AN INITIAL CONSULTATION WITH THE LOCAL FOREST RANGER, TELECINCO HAD A MEETING WITH THE RANGER AND HIS SUPERVISOR ON DECEMBER 11, 2007, AND WAS INFORMED THAT THE LOCAL NATURAL RESOURCES DEPARMENT HAD STRONG OBJECTIONS TO THE CLEARING AND ROAD WIDENING. IN THE MEANTIME, TELECINCO HAD CONTACTED HELICOPTER RENTAL BUSINESSES AND HAD LEARNED THAT NONE OF THEM HAD A HELICOPTER WITH SUFFICIENT LIFTING CAPACITY. ON DECEMBER 12, 2007, TELECINCO MET WITH THE PUERTO RICO ELECTRIC POWER AUTHORITY ('PREPA') TO DISCUSS THE POSSIBLE USE OF A PREPA HELICOPTER TO MOUNT THE ANTENNA.

AFTER SOME ANALYSIS, PREPA MADE A PROPOSAL FOR THE INSTALLATION WHICH WAS ACCEPTABLE TO TELECINCO. IT IS ANTICIPATED THAT THE CONTRACT FOR THE INSTALLATION WILL BE SIGNED BY PREPA WITHIN THE NEXT FEW DAYS, AND THAT THE PLACEMENT OF THE ANTENNA MOUNTS AND THEN ANTENNA INSTALLATION WILL PROCEED SHORTLY THEREAFTER. IN THE INTERIM, TELECINCO HAS COMPLETED THE TOWER REPAIR AND STRENGTHENING WORK REQUIRED BEFORE THE INSTALLATION COULD GO FOWARD. AFTER THE ANTENNA IS INSTALLED, THE TRANSMISSION LINE WILL BE INSTALLED, AND THE ANTENNA MANUFACTURER WILL VISIT THE SITE TO VERIFY PERFORMANCE. GIVEN THESE CIRCUMSTANCES, TELECINCO CURRENTLY ANTICIPATES THAT CONSTRUCTION OF THE FINAL, FULL-POWER DTV FACILITIES WILL BE COMPLETED BY MID-APRIL, AND IT HOPES THAT IT MAY BE COMPLETED PRIOR TO THAT TIME.

PLANS FOR TRANSITION

WORA-DT IS CURRENTLY OPERATING WITH REDUCED POWER FACILITIES CLOSE IN LOCATION TO THOSE AUTHORIZED BY ITS OUTSTANDING FULL-POWER DTV CONSTRUCTION PERMIT. PLEASE SEE EXHIBIT 2 FOR A DESCRIPTION OF THE CURRENT CONSTRUCTION STATUS AND PLANS. AS SET FORTH IN MORE DETAIL THEREIN, THE LICENSEE ANTICIPATES HAVING A SIGNED CONTRACT FOR HELICOPTER INSTALLATION OF ITS FULL-POWER DTV ANTENNA WITHIN THE NEXT FEW DAYS AND THEN, SUBJECT TO THE SCHEDULE OF THE LOCAL ELECTRIC POWER AUTHORITY (PREPA) TO HAVE THE ANTENNA INSTALLED SHORTLY THEREAFTER. FOLLOWING INSTALLATION OF THE ANTENNA, THE TRANSMISSION LINE WILL BE INSTALLED, AND THE ANTENNA WILL BE TESTED. UPON SATISFACTORY COMPLETION OF THESE TESTS, AN APPLICATION FOR LICENSE TO COVER CONSTRUCTION PERMIT WILL BE FILED. THE LICENSEE THEN WILL CONTINUE OPERATING THE COMPLETED, FULL-POWER FACILITIES, TOGETHER WITH THE CURRENT ANALOG FACILITIES OF WORA-DT UNTIL THE TRANSITION DEADLINE, AT WHICH TIME IT WILL CEASE OPERATION OF WORA-TV.

PLEASE NOTE THAT THE DATE LISTED IN THE CONSOLIDATED DATA BASE SYSTEM (CDBS) AS THE EXPIRATION DATE FOR THE CURRENTLY OUTSTANDING CONSTRUCTION PERMIT FOR WORA-DT IS MAY 18, 2008, BUT THAT DATE SHOULD BE AUGUST 18, 2008, AS THE STATION'S CONSTRUCTION PERMIT DOES NOT MATCH THE TECHNICAL INFORMATION CONTAINED IN APPENDIX B.
