SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

If checked, indicate relevant FCC File No., proposed date reduced service would begin, proposed power level and percentage of population that would be covered by Licensee/Permittee's proposed reduced analog service.
(5) Licensee/Permittee has filed an application with the FCC requesting approval to terminate its analog service prior to the transition date. If checked, indicate relevant FCC File No. and proposed date service will cease.


SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. NECESSARY EQUIPMENT TO COMPLETE DTV CONSTRUCTION

LICENSEE HAS AUTHORIZATION TO CONSTRUCT ITS DTV FACILITY TO BROADCAST AT 200 KW OF POWER. IT IS CURRENTLY OPERATING UNDER AN STA AT 91 KW OF POWER. WITH 91 KW OF POWER IN THE DTV OPERATION, THE STATION NEARLY DOUBLES THE ANALOG COVERAGE AREA, BUT OBVIOUSLY DTV COVERAGE DOES NOT EXTEND AS FAR AS IT WOULD AT 200 KW.

TO COMPLETE ITS BUILDOUT WILL REQUIRE LICENSEE TO PURCHASE EIGHT NEW MODULES AND ASSOCIATED EQUIPMENT AT A PROJECTED COST OF APPROXIMATELY $250,000. IT IS WORKING ON PROCURING THE CAPITAL FOR THAT EXPENSE DILIGENTLY.

AS A FINAL STEP, LICENSEE WILL HAVE TO SWITCH THE SIDE MOUNT DTV ANTENNA WITH ITS TOP MOUNT ANALOG ANTENNA.

Description:
TRANSITION PLAN

AS DETAILED ELSEWHERE IN THIS REPORT, LICENSEE HAS BUILT OUT ITS DTV FACILITY ON ITS POST-TRANSITION CHANNEL. THE STATION IS CURRENTLY OPERATING UNDER AN STA WITH DTV POWER AT 91KW INSTEAD OF ITS AUTHORIZED 200KW. IT NEEDS TO PURCHASE EIGHT ADDITIONAL MODULES TO INSTALL IN ITS TRANSMITTER TO ACHIEVE ITS FULLY AUTHOIRIZED POST-TRANSITION POWER OF 200KW. THE CAPITAL INVESTMENT REQUIRED IS APPROXIMATELY $250,000 AND THE LICENSEE IS WORKING DILIGENTLY TO HAVE THE FUNDS TOGETHER, AND THE EQUIPMENT IN PLACE 90 DAYS BEFORE THE MANDATORTY DTV TRANSITION. ONCE THE EQUIPMENT IS IN PLACE, LICENSEE WILL HAVE SUFFICIENT TIME TO TEST, AND THEN TRASNITION TO ALL DIGITAL BEFORE THE DEADLINE, AND WILL CEASE ANALOG OPERATION ON THE TRANSITION DATE.
