FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a television station employment unit that employs five or more full-time station employees must file a full and complete Broadcast Mid-Term Report. If a television station employment unit employs fewer than five full-time employees, only the first two pages of this report need be filed [through Section I and the Certification] .

A copy of this Mid-Term Report must be kept in the station's public file. Failure to meet these requirements may result in sanctions or remedies. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

Consider as "full-time" employees all those permanently working 30 or more hours a week.

GENERAL POLICY

A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

Section II

RESPONSIBILITY FOR IMPLEMENTATION

A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

WSBS-TV AND WSBS-CA ARE A SPANISH LANGUAGE TELEVISON STATIONS AND ARE CO-OWNED AND OPERATED WITH A NEW SPANISH LANGUAGE TV NETWORK MEGATV.THE MARKET FOR QUALIFIED SPANISH LANGUAGE TELEVISION TECHNICIANS,HOSTS,PRODUCERS,EDITORS, ETC. IS HIGHLY SPECIALIZED AND LIMITED, ESPECIALLY FOR TECHNICAL POSITIONS. IT IS AN EXTREMELY SMALL UNIVERSE THAT RELIES GREATLY ON PERSONAL REFERRALS AND WORD OF MOUTH. MOREOVER,DUE TO THE LIMITED EMPLOYMENT OPPORTUNITIES IN SPANISH LANGUAGE TV, THE STATIONS ARE INUNDATED WITH RESUMES AT ALL TIMES FOR ALL POSITIONS.IN THE LAST YEAR THE STATIONS RECEIVED OVER 1000 RESUMES IN RESPONSE TO JOB VACANCY ADVERTISEMENTS AND OVER 200 UNSOLICITED RESUMES.CONSEQUENTLY, INTERVIEWING AND HIRING IS OFTEN DONE FROM THE POOL OF PREVIOUSLY INTERVIEWED CANDIDATES.

2006-2007 WAS ESSENTIALLY THE START-UP PERIOD FOR THE MEGATV NETWORK WHICH ACCOUNTS FOR THE UNUSUALLY HIGH NUMBER OF NEW HIRES DURING THAT PERIOD.THESE HIRES ACTUALLY WERE INVOLVED IN THE PRODUCTION OF NEW PROGRAMMING FOR THE NETWORK AND NOT IN THE OPERATION OF THE TELEVISION STATIONS.
