SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. EXH. 3 ANALOG SERVICE TERMINATION

DUE TO THE MANUFACTURER'S INABILITY TO INSTALL WNMU-DT'S FINAL DTV ANTENNA PRIOR TO THE WINTER OF 2008/2009, WNMU WILL NOT BE ABLE TO OPERATE ITS NEW DTV ANTENNA UNTIL MAY 2009. THEREFORE, WNMU WILL NOT NEED TO REDUCE POWER ON ITS ANALOG FACILITY UNTIL FERUARY 17, 2009. AT THAT TIME, WNMU WILL USE THE STA AUTHORITY THAT IT RECEIVED ON SEPTEMBER 22, 2008 TO OPERATE ITS NEW DIGITAL TRANSMITTER WITH ITS OLD ANALOG ANTENNA UNTIL MAY 2009 AS DESCRIBED IN EXHIBIT 4 BELOW.

EXH. 4 DTV TRANSITION PLAN

WNMU WILL BE IMPLEMENTING A PHASED CONSTRUCTION OF ITS FINAL DIGITAL FACILITY.

NOVEMBER 2008. REPLACEMENT OF THE STATION'S ANALOG STL MICROWAVE WITH NEW DIGITAL RADIOS. THE STATION CURRENTLY HAS A DIGITAL STL TO ITS FIRST MICROWAVE HOP WHERE WNMU-DT IS LOCATED. ANALOG RADIOS ON THE FINAL TWO HOPS TO THE STATION'S ELY LOCATION TRANSMITTER MUST STILL BE REPLACED TO FACILITATE THE SWITCH FROM WNMU'S ANALOG TRANSMITTER TO DIGITAL.

WINTER 2008/2009. WNMU-DT WILL INSTALL A NEW 2.5 KW 8VSB DIGITAL TRANSMITTER AT ITS ELY TRANSMITTER SITE TO SWITCH ON LINE ON FEBRUARY 17, 2009.

MAY 2009. WNMU-DT WILL REPLACE THE EXISTING ANTENNA AT ITS ELY TRANSMITTER SITE WITH A NEW DIELECTRIC TW-9B13 ANTENNA AS SPECIFIED IN THE CONSTRUCTION PERMIT. WNMU-DT WILL ALSO REPLACE ITS 6 1/8 INCH TRANSMISSION LINE WITH 4 1/16 INCH LINE. THIS WORK WILL NEED TO BE DONE AFTER THE WINTER SEASON BECAUSE OF EXTREME WEATHER AT THIS LATITUDE IN MICHIGAN'S UPPER PENINSULA. INITIAL PLANS TO INSTALL THIS EQUIPMENT IN THE FALL OF 2008 HAVE BEEN DELAYED DUE TO THE INABILITY OF THE MANUFACTURER TO DELIVER THE ANTENNA BEFORE WINTER. ANTENNA AND TRANSMISSION LINE REPLACEMENT WILL REQUIRE WNMU TO BE OFF THE AIR FOR A PERIOD OF UP TO TWO WEEKS DURING THAT TIME. WE WILL CONTINUE TO PROVIDE PROGRAMMING TO CHARTER CABLE VIEWERS VIA FIBER LINK.

NOTE: ON SEPTEMBER 22, 2008, THE FCC GRANTED OUR JULY 23, 2008 STA REQUEST FOR A PHASED FINAL DTV IMPLEMENTATION FOR WNMU-DT (FILE NO. BEDSTA-20080723ACM)TO OPERATE ITS NEW DIGITAL FACILITY FROM FEBRUARY 17, 2009 UNTIL MAY 2009 WITH ITS CURRENT ANALOG ANTENNA. THE OLD ANTENNA HAS A HIGHER GAIN THAN THE NEW ONE AND WILL REQUIRE A REDUCED TRANSMITTER TPO. ALSO THE OLD ANTENNA HAS A SLIGHTLY HIGHER CENTER OF RADIATION BECAUSE OF ITS LENGTH SO WE WILL NEED TO REDUCE OUR ERP DURING THIS PHASE OF OUR CONSTRUCTION.

ALL NECESSARY TESTING FOR PROOF OF PERFORMANCE WILL BE COMPLETED BY THE MANUFACTURER'S INSTALLATION TEAMS AT THE TIME OF INSTALLATION.
