CONSISTENT WITH THE COMMISSION'S THIRD PERIODIC REVIEW OF THE COMMISSION'S RULE AND POLICIES AFFECTING THE CONVERSION TO DIGITAL TELEVISION, FCC 07-228, REL. DEC. 31, 2007, WGGB-TV INTENDS TO PERMANENTLY CEASE OPERATION OF ITS ANALOG FACILITIES ON DECEMBER 1, 2008. 30 DAYS NOTICE IS HEREBY GIVEN TO THE FCC THAT WGGB-TV WILL SO TERMINATE ITS ANALOG SERVICE IN ADVANCE OF THE FEBRUARY 17, 2009 STATUTORY DEADLINE. CONSISTENT WITH THE THIRD PERIOD REVIEW, WGGB-TV WILL AIR THE APPROPRIATE VIEWER NOTIFICATIONS FOR 30 DAYS PRIOR TO TERMINATION OF SERVICE.

THE EARLY TERMINATION OF ANALOG SERVICE WILL FACILITATE THE COMPLETION OF THE STATION'S FULL, FINAL POST-TRANSITION DTV FACILITIES. THE STATION IS PRESENTLY IN THE PROCESS OF RE-ORIENTING ITS ANTENNA, AND SWAPPING EQUIPMENT BETWEEN THE PRE-TRANSITION DTV FACILITY, THE ANALOG FACILITY, AND THE POST-TRANSITION DTV FACILITY. IN ADDITION TO ALLOWING SOME EQUIPMENT TO BE REPURPOSED, TERMINATION OF THE ANALOG FACILITY WILL ALLOW THE STATION MORE SPACE ON THE TOWER AND IN THE ADJACENT BUILDINGS IN WHICH TO LOCATE THE POST-TRANSITION DTV EQUIPMENT, AND WILL GENERALLY SIMPLIFY THE PROCESS OF CHANGING OVER SERVICE ONTO WHAT IS PRESENTLY THE ANALOG CHANNEL. FURTHER, THE STATION HAS BEEN EXPERIENCING INTERMITTENT PROBLEMS WITH SOME OF ITS ANALOG EQUIPMENT, WHICH HAS DIVERTED RESOURCES, MANPOWER, AND ATTENTION FROM COMPLETION OF THE FINAL POST-TRANSITION DTV FACILITIES. TERMINATING ANALOG SERVICE WILL SPEED THE DIGITAL TRANSITION BY FOCUSING ATTENTION SOLELY ON THE DTV OPERATIONS.
