SECTION V -- ANALOG SERVICE

Status of Analog Service. (Check one.) If necessary, provide an explanation or attach an Exhibit. Note: Full-power television broadcast stations must cease broadcasting in analog as of the transition date (i.e., June 12, 2009), as required by statute; see 47 U.S.C. § 309(j)(14). [Exhibit 3]

SECTION VI -- DTV TRANSITION PLAN For Licensees/Permittees that are not fully constructed or operational.

Licensee/Permittee must describe in detail its plans for ceasing analog broadcasting by the June 12, 2009 transition date and for completing construction of its post-transition facility by the deadline. For example, plan must include a detailed time line of the Licensee/Permittee's plans to complete construction and any necessary testing of the Licensee/Permittee's full, authorized post-transition facility. ANALOG SERVICE

THE FCC'S ELECTRONIC FILING SYSTEM REQUIRES THAT ONE OF THE ITEMS IN SECTION V BE CHECKED. IN THIS INSTANCE, THE MOST APPLICABLE BOX HAS BEEN CHECKED, INDICATING THAT THE STATION HAS FILED AN APPLICATION WITH THE FCC REQUESTING APPROVAL TO REDUCE ITS ANALOG SERVICE PRIOR TO THE TRANSITION DATE.

IN FACT, THE STATION ANTICIPATES TERMINATING ITS ANALOG SERVCE FOR A FEW HOURS AT 1:00 AM ON JANUARY 13, 2009 TO PRE-INSTALL NEW FILTERS, LINES, AND CONTROL CABINETS. ON THAT SAME NIGHT, THE STATION WILL RESUME ANALOG BROADCASTING AT FULL POWER.

AT 1:00 AM ON FEBRUARY 10, 2009, THE STATION WILL REDUCE ITS ANALOG SIGNAL BY 35% AND REMAIN AT REDUCED POWER UNTIL FEBRUARY 17, 2009. THIS WILL GIVE THE STATION THE OPPORTUNITY TO TEST THE NEW CABINET INTO A DUMMY LOAD. THE STATION WILL NOTIFY THE COMMISSION BEFORE COMMENCING THE TEMPORARY REDUCTION OF SERVICE CONSISTENT WITH THE COMMISSION'S REQUIREMENTS.

TRANSITION PLAN

KTNV(TV) WAS ALLOTTED CHANNEL 12 FOR PRE-TRANSITION DTV OPERATION AND WILL BE SWITCHING TO CHANNEL 13 FOR POST-TRANSITION OPERATION.

IN OCTOBER 2007, THE STATION ORDERED THE EQUIPMENT NEEDED TO CONVERT THE STATION'S ANALOG CHANNEL 13 TRANSMITTER TO DIGITAL OPERATION.

THE EQUIPMENT TO CONVERT THE ANALOG TRANSMITTER TO DIGITAL OPERATION HAS BEEN DELIVERED AND IS ON SITE.

AT 1:00 AM ON JANUARY 13, 2009, THE STATION WILL TERMINATE ITS ANALOG SIGNAL FOR A FEW HOURS TO PRE-INSTALL NEW FILTERS, LINES, AND CONTROL CABINETS. ON THAT SAME NIGHT, THE STATION WILL RESUME ANALOG BROADCASTING AT FULL POWER.

AT 1:00 AM ON FEBRUARY 10, 2009, THE STATION WILL REDUCE ITS ANALOG SIGNAL BY 35% AND REMAIN AT REDUCED POWER UNTIL FEBRUARY 17, 2009. ON JUNE 9, 2008, THE STATION FILED A DTV MAXIMIZATION APPLICATION. (FCC FILE BMPCDT-20080609ABH). THAT APPLICATION WAS GRANTED ON JULY 14, 2008. KTNV-TV INTENDS TO CONSTRUCT AND INITIATE POST-TRANSITION DIGITAL OPERATIONS FROM ITS MAXIMIZED FACILITIES.
