REASONS FOR EXTENSION OF CP

APPLICANT HAS REQUESTED AN STA TO REMAIN ON ITS PRE-TRANSITION DTV CHANNEL UNTIL ITS POST-TRANSITION CHANNEL CAN BE CONSTRUCTED FOLLOWING THE TRANSITION DATE. THE STATION FACES SPECIAL PROBLEMS IN MOVING TO ITS POST TRANSITION DTV CHANNEL (36), WHICH IS THE SAME CHANNEL AS THE STATIONS CURRENT ANALOG CHANNEL. SOME OF THE WORK REQUIRED TO MAKE THE TRANSITION CANNOT BE DONE UNTIL AFTER THE ANALOG CHANNEL CEASES OPERATION ON FEBRUARY 17, 2009. KWSD INTENDS TO USE THE TRANSMITTER CURRENTLY BEING USED FOR THE ANALOG STATION, AND TO UPGRADE THAT TRANSMITTER FROM ANALOG TO DIGITAL. THIS MODIFICATION CANNOT BE MADE UNTIL AFTER ANALOG SERVICE CEASES. THE STATION WILL CONTINUE TO SERVE 100% OF THE CURRENT PRE-TRANSITION DTV VIEWERS AND 90.5% OF THE CURRENT ANALOG VIEWERS WITH ITS OFF-AIR PRE-TRANSITION DTV CHANNEL. HOWEVER, 89% OF THE VIEWERS LOSING OFF-AIR ANALOG SERVICE WILL CONTINUE TO GET THE STATION VIA CABLE AND SATELLITE, LEAVING ONLY ONE PERCENT OF THE STATION'S ANALOG VIEWERS WITHOUT SERVICE PENDING CONSTRUCTION OF THE STATION'S POST-TRANSITION FACILITY. APPROPRIATE VIEWER NOTIFICATION WILL BE PROVIDED.
