EXH. 4 NOTIFICATION OF EARLY TERMINATION OF ANALOG SERVICE

IN ORDER TO BETTER SERVE THE COMMUNITIES OF NORTHWEST AND WEST CENTRAL OHIO, WBGU-TV WILL CEASE OPERATION OF ITS ANALOG CH 27 AND ITS INTERIM DTV CH 56 AT MIDNIGHT, DECEMBER 14, 2008.

WITH CREWS WORKING OVERNIGHT, WEATHER PERMITTING, WBGU-DT WILL BEGIN DIGITAL BROADCASTING ON ITS POST-TRANSITION DTV CH 27 ON THE MORNING OF DECEMBER 15, 2008.

THE EARLY SHUTDOWN OF WBGU-TV'S ANALOG FACILITY AND CONVERSION TO ITS POST-TRANSITION DTV OPERATION ON ITS FORMER ANALOG FREQUENCY WILL FACILITATE THE DIGITAL TRANSITION FOR WBGU IN MOVING FROM DTV CH 56, AN OUT OF CORE TEMPORARY TRANSITION FREQUENCY, TO ITS ASSIGNED POST-TRANSITION CH 27, WHICH IS ITS CURRENT ANALOG CHANNEL.   THE EARLY SHUTDOWN WILL:

1. PERMIT THE SCHEDULING OF INSTALLATION CREWS AT A TIME THAT IS AWAY FROM THE EXTREME DEMAND THAT WILL BE UPON THE INDUSTRY IN EARLY 2009;

2.   ALLOW SOME FLEXIBILITY IF MIDWEST WEATHER INTERFERES DURING THE
TIME OF INSTALLATION, WHICH MIGHT NOT BE POSSIBLE WITH THE OVER-SCHEDULING OF CREWS IN JANUARY AND FEBRUARY 2009.

3.    RELIEVE CURRENT ANALOG TRANSMISSION AND RECEPTION PROBLEMS WHICH ARE THE RESULT OF A FAILING KLYSTRON TUBE AND WHICH REQUIRED THE CURRENT MAY 15, 2008 STA FROM THE FCC FOR ANALOG CH. 27 TO OPERATE AT SUBSTANTIALLY REDUCED POWER.

4.    SUBSTANTIALLY IMPROVE RECEPTION FOR OVER-THE-AIR DIGITAL
VIEWERS OF WBGU-TV BECAUSE OF THE RELATIVE STRENGTH OF THE NEW WBGU CH 27 DIGITAL SIGNAL AT MAXIMUM POWER COMPARED WITH THE CURRENT CH 56 SIGNAL.

WBGU WILL BEGIN BROADCASTING ON-AIR VIEWER NOTIFICATIONS CONCERNING THE SHUTDOWN OF ITS ANALOG SERVICE AND SWITCH TO DIGITAL CH 27 ON NOVEMBER 13, 2008 AND WILL DO SO FOR MORE THAN 30 DAYS PRIOR TO THE SHUTDOWN. BROADCASTING OF THE MESSAGES WILL OCCUR THROUGHOUT EACH DAY UNTIL DECEMBER 15 ON BOTH THE WBGU ANALOG AND DIGITAL CHANNELS.
